answer	answer is ministerial correction date of answer 14/10/2014 answer text <p>Fines imposed in individual cases are entirely a matter for the independent courts within the limits set by Parliament and following any relevant sentencing guidelines. The law requires that the amount of any fine must reflect both the seriousness of the offence and the known financial circumstances of the offender.</p><p> </p><p>HM Courts and Tribunals Service takes the issue of fine enforcement very seriously and is working to ensure that clamping down on fine defaulters is a continued priority nationwide. The courts have a range of powers to enforce payment of fines, including the use of bailiffs to seize goods, and deductions from earnings or benefits. Over recent years we have overseen improvements to the collection of financial penalties. There was a total of £290m collected against fines and related impositions in 2013/14 which was a record high and 2% more than the previous year.</p><p> </p><p>The Government takes the offence of sale of alcohol to minors (s 146 and s 147A of the Licensing Act 2003) very seriously and for this reason in April 2012 raised the maximum fine for the offence of persistently selling alcohol to a person under the age of 18 to £20,000 (under s 147A) in cases where alcohol has been sold twice within a period of three months from the same premises.</p><p> </p><p>The number of offenders convicted and sentenced to the maximum custody or fine, by selected offences under the Licensing Act 2003, in England and Wales from 2009 to 2013 can be viewed in the table below.</p><p> </p><p>It is not possible to identify how much has been collected against fines imposed for specific offences without carrying out a manual search of all fine account records held by Her Majesty's Courts &amp; Tribunals Service. We will continue to raise this and to monitor the outcome of their investigation.</p><p>I also welcome the African Union’s (AU) recent confirmation of its zero tolerance policy on misconduct and abuses in peace support operations, and commend the efforts made by the AU to improve its mechanisms for preventing and responding to sexual exploitation and abuse.</p><p>The UK already supports pre-deployment training programmes for AMISOM on prevention of sexual violence, international human rights laws, and best practice in assisting women and children in the aftermath of violent conflict. It also provides support to the AU’s Gender Peace and Security Programme, which seeks to mainstream gender issues in all peace enforcement operations. The UK encourages the AU and countries contributing troops to AU peace support operations to continue efforts to strengthen these mechanisms.</p><p>The UK has also been working closely with the Federal Government of Somalia on sexual violence issues. At the Global Summit to End Sexual Violence in Conflict held in June, the Federal Government of Somalia presented a three year action plan to combat sexual violence in Somalia. The UK is supporting implementation of this plan and hopes that AMISOM will be a key partner in this effort. The Department is aiming to set out 0-5 funding allocations later in the year. NHS England area teams and local authorities are currently scrutinising the figures for 2015-16, as part of the process for determining the allocations. The key principle behind the transfer of responsibility is to ensure that the Department does not place any additional burdens on local authorities. It is supported in ensuring a smooth transition by the service specification, “Public Health Functions to be exercised by NHS England” published November 2013, sets out expectations for the commissioning and provision of services and how area teams can work with local authorities ahead of the transfer of commissioning responsibilities in 2015.</p><p> </p><p> </p><p> </p><p>At the local level NHS England’s area teams and local authorities are working to develop plans, including timescales, for a smooth and effective transfer of the commissioning role.
