answer text <p>Sanctions imposed on Russia by the EU in respect of Russia’s actions in Ukraine are designed to impose a cost on Russia, deter further escalation of this crisis, and support the wider diplomatic effort to reach a sustainable solution. EU sanctions already announced have exacerbated negative trends in Russia’s economy: capital flight in the first half of 2014 was greater than for the whole of 2013; and growth predictions have been revised downwards. Russian access to western financial markets is being severely constrained as lenders consider the risks of Russian exposure in the current climate. The strengthening of sanctions is signaling clearly to the Russian leadership that its policy of trying to destabilise Ukraine will continue to have serious consequences.</p> more like this

answer text <p>The annual limit, together with other reforms the Government has made since 2010, is helping to deliver an immigration system which works in the national interest: welcoming migrant workers who will contribute to economic growth, while reducing numbers to a more sustainable level and eliminating abuse.<br><br>The limit was last formally reviewed in 2012 by the Migration Advisory Committee, who recommended no change to its level. The Government has <br>committed to maintaining the limit at 20,700 places per year for at least the remainder of this parliament, to provide businesses with a period of policy stability.<br><br>The limit is working effectively and we continue to monitor its operation. Non-EU net migration was 218,000 in September 2010. We have cut it to 162,000 – down 56,000 under this Government. At the same time, the limit has not prevented businesses recruiting people with the skills they need.</p><p> </p> more like this

answer text <p>Utility companies have statutory powers to carry out works to maintain or install their apparatus in the street to provide the services that we all rely on. Under the New Roads and Street Works Act 1991, the street authority has a duty to co-ordinate all works on its road network in order to minimise inconvenience to road users, and utilities have a duty to co-operate with them in doing that. The Traffic Management Act 2004 also places a 'Network Management Duty' on authorities to keep traffic moving as far as practical.</p><p> </p><p>In 2012 the Government increased the penalties that local authorities can impose where street works by utility companies overrun their agreed duration, up to a maximum charge of £10,000 a day.</p> more like this

answer text <p>This Department is investing £90 million to establish a small number of Centres for Agricultural Innovation. These Centres have similar overarching objectives to Catapult Centres and will drive increased translation of research and levels of innovation in agriculture and its supply chains, whilst both improving UK competitiveness and leadership in the Agri-Tech sector, and encouraging greater inward investment.</p><p> </p><p>Innovate UK is responsible for the establishment of new Catapult Centres, and is guided by specific criteria when considering new sectors and challenges.
