We know that open data is of huge value to the economy. It is difficult to cite an exact figure for the net benefit of data.gov.uk. A recent <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/198905/bis-13-743-market-assessment-of-public-sector-information.pdf" target="_blank">Deloitte report</a>, available at LINK, cited £1.8bn of direct benefit and £6.8bn of indirect benefit to the UK economy from the use of open data, although this also includes data that is not government data.

The Council Framework Decision 2008/909/JHA (The EU PTA) entered into force on 5th December 2011. To date 18 Member States (including the United Kingdom) have implemented the Agreement. The European Court of Justice will have jurisdiction over the measure from 1 December 2014 and Member States may face infraction proceedings if they have not implemented the Agreement by then. Use of the EU PTA is an early stage and the number of prisoners transferred remains low. However, we expect to see a significant increase in the number of prisoner transferred once the Agreement has been implemented by all Member States. To date 17 prisoners have been transferred to other jurisdictions. The Electoral Commission informs me that it always seeks to set stretching targets for its registration campaigns based on exceeding targets set for the nearest equivalent previous campaign. The Commission will be undertaking a thorough review of how best to increase voter registration ahead of the 2015 UK General Election. This will look at lessons from previous campaigns as well as exploring new and potentially more cost efficient ways of generating public awareness about voter registration, including how best to support the work of other organisations. Rigorous targets will be set to reflect the objectives of the campaign and the fact that it will be possible to register online for the first time in Great Britain.

The previous government did not collect data, we are rectifying and the data collected on migrants' use of the welfare system continues to grow as the current welfare reforms are rolled out. For example under the recently strengthened Habitual Residence Test we have started to record nationality and immigration status.Under Universal Credit we will also make better records of claimants circumstances including nationality.
