answer text <p>The UK and France maintain a longstanding relationship on tackling illegal migration at the shared border.</p><p>In January 2018 both countries signed the Sandhurst Treaty. The UK made a commitment of €50 million (£45.5m) to implement the terms of the Treaty, which adopted a “whole of route approach” to tackling illegal migration.</p><p>In 2019 the two countries signed the Joint Action Plan on Combatting Illegal Migration Involving Small Boats under which The UK committed €3.6m (approximately £3.25m). This was supplemented with a further €2.5m (£2.25m) dedicated to the deployment of gendarme reservists and preventive security measures at the French coast.</p><p>In 2020 the UK pledged €31.4 million (roughly £28.1 million) to support joint efforts to tackle the rise in small boat crossings. A further bilateral arrangement was reached on 20 July 2021 supported by UK investment of €62.7 million (approximately £54 million).</p><p>Most recently, on 14 November the Home Secretary agreed to a new multi-year strategic and operational plan with Minister Darmanin, supported by investment of up to €72.2 million euros (approximately £62.2 million) this financial year.</p><p>Joint work with the French has led to over 23,000 small boat crossings being prevented in 2021 and over 30,000 so far this year.</p><p>Alongside this we have dismantled 55 organised crime groups (OCGs) and made over 500 arrests supported by the work of the UK-France Joint Intelligence Cell.</p>

answer text <p>The UK is experiencing an unprecedented increase in the number of people making life-threatening journeys to cross the Channel. These boats are often carrying unaccompanied asylum-seeking children (UASC). Out of necessity and with the children’s best interests in mind, we have arranged for them to be accommodated on an emergency and temporary basis in hotels whilst placements with local authorities are being vigorously pursued. These emergency interim hotels only accommodate unaccompanied asylum seeking children.</p><p>We have robust safeguarding procedures in place to ensure all unaccompanied asylum-seeking children accommodated temporarily in these hotels are as safe and supported as possible whilst we seek urgent placements with a local authority. Young people are supported with wrap-around care by team leaders and support workers who are on site 24 hours a day. Further care is provided in hotels by teams of social workers and nurses.</p> more like this

answer text <p>Prisons operate regimes that are Safe, Decent, Secure, Resilient and Sustainable and most prisons are routinely operating normal regimes. Prisons will from time to time have to make difficult decisions on how they deploy limited staff resources to best facilitate activities and services using their ‘Regime Management Plans’. In the past 4 months, a small minority of prisons, including HMP Long Lartin and HMP Swaleside have had to significantly restrict their regimes for short periods due to staffing shortfalls. The Operations Stability and Resourcing Panel of HMPPS meets weekly to provide support to those prisons with the most acute resourcing pressures, where this is impacting the stability of the prison.</p> more like this

answer text <p>Sentencing is entirely a matter for our independent courts. The sentencing guidelines specify ‘sole or primary carer for dependent relatives’ as a factor reducing seriousness or reflecting personal mitigation. Courts must strike a balance between the legitimate aims to be served by custody and the effect that sentence has on the family life of others, especially children.</p><p> </p><p>The Probation Service’s Pre-sentence Reports help the court in their sentencing decisions and consider the potential significant impact of imprisonment on any dependants (including unborn children).</p><p> </p><p>There will, however, always be some cases where the seriousness of the offending is such that a custodial sentence is necessary. We want to provide the best rehabilitative regimes possible to help break the reoffending cycle as we know maintaining positive family relationships is an important factor in reducing reoffending.</p><p> </p><p>We have worked to embed all 19 of the recommendations made by Lord Farmer in his 2017 review to strengthen family ties for male prisoners and have completed 25 out of 33 recommendations from his subsequent review focused on strengthening family ties for female offenders.</p><p> </p><p>Our work includes requiring prisons to produce local strategies setting out how prisoners will have access to family contact; introducing a national families performance measure; and deploying secure video calling for families across the prison estate.</p>

answer text <p>We welcome the recent agreement between the Ethiopian Government and the Tigray People's Liberation Front (TPLF) to end the conflict in northern Ethiopia. Under the terms of the agreement, the African Union will chair a monitoring committee comprising of representatives from the Ethiopian Government, the TPLF, and the Intergovernmental Authority on Development (IGAD). They will be assisted by a team of African experts. The agreement calls upon international partners to support the agreement, help rebuild infrastructure, and support economic recovery. However, it is clear that this must be an African-led mechanism. The UK is ready to provide support as requested and is exploring with the Ethiopian Government and African Union.</p> more like this

answer text <p>The export of paraquat from Great Britain (GB) is regulated under the GB Prior Informed Consent (GB PIC) regulatory regime for the export and import of listed hazardous chemicals. Companies intending to export any of these chemicals from GB must notify the importing country via the Health and Safety Executive (HSE), the Designated National Authority. GB PIC requires all exports of listed chemicals to be labelled appropriately and accompanied by a safety data sheet (SDS) containing information on the intrinsic hazards of the chemical and on safe storage and use. Where possible, the information on the label and on the SDS must be given in an official language, or in one or more of the principal languages, of the country of destination.</p><p> </p><p>In 2021, paraquat was exported from GB to Colombia, Ecuador, Guatemala, India, Japan, Mexico, Singapore, South Africa and the USA.</p> more like this

Nicaragua publicly rejected the report. answer text <p>The UK promotes media freedom in the Philippines, and urges the Philippine authorities to investigate reports of harassment and crimes against journalists. With the Media Freedom Coalition, we have commented publicly on press freedom in the Philippines, including charges against Rappler Chief Executive Officer Maria Ressa, and the killing of Percival Mabasa. On 26 October, the British Ambassador called for those responsible for Percival Mabasa's death to be brought to justice. We raise human rights regularly with the Government of the Philippines. The British Ambassador raised this with the Executive Secretary on 19 October 2022. The former Foreign Secretary raised this in November 2021.</p> more like this
