answer text <p>It is not possible to identify how many households did not receive the Cost-of-Living payment because of the way their wages were paid during the qualifying month.</p><p> </p><p>A claimant may not be eligible to receive a Cost-of-Living payment if they have an increase earnings during the qualifying period. We are unable to distinguish whether this fluctuation is temporary or permanent. This fluctuation could be the result of a household receiving additional earnings due to being paid more frequently or another reason.</p><p> </p><p>There were 464,000 Universal Credit households where earnings reduced their Universal Credit award to £0 for the qualifying period. This was equivalent to 551,000 Universal Credit claimants.</p><p /> more like this

answer text <p>All Healthcare Professionals (HCP) must have the following qualifications and experience:</p><p> </p><ul><li>they are an Occupational Therapist, Nurse (level 1), Physiotherapist or Doctor</li><li>they are fully registered with the relevant regulatory body (doctors must have a licence to practice)</li><li>the licensing body has not placed restrictions on the healthcare professional’s registration (unless they relate to disability), in individual cases this may be waivered subject to agreement with the department</li><li>they have at least 1 years’ post full registration experience (General Medical Council, Nursing and Midwifery Council, Health and Care Professions Council or European Economic Area equivalent) or for non-European Union graduates 1 years’ post full registration experience unless otherwise agreed on an individual basis by the department.</li></ul><p> </p><p>HCPs undergo training in Disability Assessment Medicine which includes three distinct areas:</p><p> </p><ul><li>Generic training - principles of disability analysis, professional standards (including manner and behaviour) and multi-cultural awareness</li><li>Training to undertake benefit-specific assessments - modular training with competency testing at each stage and an approval process</li><li>Scrutiny / file work training - providing advice to the decision maker, theory, and casework exercises, followed by supported individual casework.</li></ul><p> </p><p>The training also includes theory training in a classroom setting, supervised practical training, and a demonstration of understanding as assessed by quality audit.</p><p> </p><p>Before HCPs can carry out assessments, they must go through a formal approval process to ensure they meet the department’s requirements in relation to experience, skills, and competence. Failure to demonstrate that they have reached the necessary standards, or to co-operate with feedback and/or retraining, will result in approval being refused.</p>

answer text <p>Deductions for advances, third party debts and government debts are not a reason for someone to be ineligible for the Cost of Living Payment.</p><p> </p><p>Between the 14 and 20 July, the department processed over 7.2m cost of living payments worth around £2.4 billion. In total, over eight million families will be eligible for this payment, with around one million eligible because they receive tax credits and no other eligible benefits. These families will receive their first instalment from HMRC in the autumn, and the second instalment in the winter. Further information is available at: 7.2 million Cost of Living payments made to low-income families - GOV.UK (<a href="http://www.gov.uk/" target="_blank">www.gov.uk</a>) and at: Cost of Living Payment - GOV.UK (<a href="http://www.gov.uk/" target="_blank">www.gov.uk</a>)</p><p> </p><p>Universal Credit households can receive a nil award for various reasons. The majority of nil awards are due to household earnings. Other reasons that can cause or contribute to a nil award include capital, other income, other benefits, sanctions and fraud penalties.</p><p> </p><p>12,200 households containing 12,400 UC claimants had a nil Universal Credit award with an amount deducted for a sanction in the qualifying assessment period, that did not receive the cost-of-living payment. Of these households, there were 6,600 households containing 6,600 claimants where the sanction was the only reason for the nil award. In the remaining households the nil award was due to a combination of the sanction and other reasons.</p>

answer text <p>No such assessment has been made.</p><p> </p><p>Since the 14th July, the government has processed around 8.4m cost of living payments, worth around £2.7 billion, to eligible claimants who are due to receive the £326 support from DWP or HMRC. There will be some cases – such as those who gained entitlement to the DWP or HMRC cost of living payment at a later date – that will be paid later.</p><p> </p><p>Over 7.2m payments have been processed by DWP and over 1.1m payments have been processed by HMRC.
