The UK is proud that it has treated all seafarers properly in line with established international conventions. The government remains committed to the welfare of seafarers, and work continues to strengthen legislation in this area.</p><p><strong> </strong></p><p>Key workers provide essential services which keep the country functioning. Seafarers are regarded as key workers due to the critical work they carry out to keep our maritime trading routes open. The World Health Organisation Regional Office for the Eastern Mediterranean regularly share health data on the Occupied Palestinian Territories (OPTs). The UK is a major donor of the World Health Organisation globally. We are deeply concerned by the continuing conflict in Sagaing Region, where many of the Bayingyi communities live.</p><p>Since the coup, we have had no senior bilateral engagement with the military regime but we continue to call out their actions publicly, most recently in a statement to the UN General Assembly on 13 June 2022. On 26 November, we coordinated a joint statement which raised concern at the risk of mass atrocities in Sagaing Region and elsewhere in Myanmar, and urged the military to end the violence. All conflict and threat situations are unique and require unique and tailored responses, including different levels of required housing support and different means of providing this.</p><p>We are actively exploring options to provide suitable settled homes for refugees in housing need, which support their integration and access to education and employment.</p><p>In the longer-term, the provision of affordable housing is a key element of the Government's plan to end the housing crisis, tackle homelessness and provide aspiring homeowners with a step onto the housing ladder. Our £11.5 billion Affordable Homes Programme (AHP) will provide up to 180,000 new homes across the country, should economic conditions allow. In May this year, we announced a package of £15 million to support 43 garden communities from Cornwall to Carlisle. This brings the total support since the launch of the programme from 2014 to over £69.4 million.</p><p>New technology and innovation have improved productivity, quality and choice across a range of sectors and the Government wants to see the same happen in housing. In order to achieve the benefits of a modern methods of construction (MMC) sector working at scale, we are stimulating demand through our funding and land programmes.</p><p>In the Affordable Housing Programme (2021-26) at least 25% of homes delivered through Strategic Partnerships will use MMC. We have recently launched the £1.5 billion Levelling Up Home Building Fund to support small and medium sized housebuilders, self and custom builders and innovators such as those using MMC. In addition, we have introduced a range of nationally set permitted development rights which allow for the change of use from a wide range of vacant commercial buildings, such as shops, offices and restaurants to residential use without the need for a local planning application. The rights are making an important contribution to housing delivery, with over 82,000 new homes delivered under them rights in the six years to March 2021. answer	answer is ministerial correction date of answer 06/07/2022 answer text <p>It is for local housing authorities to decide when to use their powers to deal with empty properties, and they have the flexibility to focus on locally determined priorities and allocate their resources accordingly.</p><p>In certain circumstances, local authorities can exercise powers to take over the management of long-term empty homes in order to bring them back into use in the private rented sector. answer	answer is ministerial correction date of answer 30/06/2022 answer text <p>Staff recruitment was suspended from March 2020 until August 2020 whilst we implemented Covid-19 secure practices in response to Government guidelines on social distancing and non-essential travel. While this created a gap in our pipeline of new officers, once the process restarted, we used initiatives such as the accelerated launch of 60+ recruitment campaigns and the use of targeted overtime and mutual aid across prisons, to ensure establishments facing the greatest challenges received the most support.</p><p> </p><p>Although face-to-face teaching was temporarily suspended due to safety concerns at the start of the pandemic, education continued via remote learning. With the pandemic National Framework for Prison Regimes and Services having been lifted on 9 May 2022, we are now getting increasing numbers of learners back in the classroom and participating in activities, like the arts, that support rehabilitation where it is safe to do so.</p><p> </p><p>As set out in the Prisons Strategy White Paper, published on 7 December 2021, we are committed to improving education in prisons and we are delivering a Prisoner Education Service within this Parliament to raise prisoners’ levels of numeracy, literacy, skills and qualifications with the aim of helping them secure jobs upon release and drive down reoffending.
