answer text <p>The Grand Bargain commits aid organisations and donors to achieve by 2020 a global, aggregated target of at least 25 per cent of humanitarian funding to local and national responders as directly as possible. DFID does not currently capture the proportion of UK humanitarian funding that goes to such responders. However, the UK’s newly published Humanitarian Reform Policy outlines how national and local actors will be at the centre of DFID’s work. DFID is making progress on this, for example, through support to the Start Fund (£30 million 3 year programme agreed until 2018) that provides rapid support to humanitarian crises such as a landslide in Sierra Leone, flooding in Nepal and Bangladesh, and displacement in the Philippines caused by conflict in Mindanao. Start Fund report that 42% of projects in 2015/16 were implemented fully or partially by a local partner.</p> more like this

answer text <p>Responsibility for pursuing companies that have not filed PSC information rests with Companies House. Over 97% of active companies have filed PSC information.</p><p>Compliance is Companies House’s primary aim, rather than prosecution. It is taking action to ensure that all companies on the active register report their PSC information. Where companies do not move to comply, Companies House will consider what further action to take. This could lead to investigations being passed to other enforcement agencies who will consider the allegation made and, where appropriate, conduct a criminal investigation, which could lead to prosecution action.</p> more like this

answer text <p>The Government is committed to preventing and reducing homelessness.</p><p>It is essential that good quality private rented sector accommodation is accessible for everyone. To help to tackle homelessness, we have allocated to local authorities £315 million for homelessness prevention funding until 2020 and £402 million of Flexible Homelessness Support Grant up to 2019. This can be used to pay for rent deposit schemes and other strategies to support access to the private rented sector.</p><p>We have also brought forward a range of measures to build a better private rented sector. This includes ensuring local authorities effectively tackle rogue landlords who let unfit properties and, in the Queen’s Speech, we announced our proposals to put a stop to tenants having to pay letting fees. A ban will mean tenants require less money up-front, making it easier for people to access and move around the private rented sector.</p><p>We are bringing forward a package of measures to bring fairness and consistency to people in the private rented sector. We are determined to rebalance the relationship between tenants and landlords and ensure tenants have access to effective redress.</p><p>But homelessness is not just a housing issue. That is why we are implementing the most ambitious legislative reform in decades, the Homelessness Reduction Act, which will ensure that more people get the help they need earlier to prevent them from becoming homeless in the first place.</p><p> </p>

answer text <p>DWP recognise that some people will need help with on-line claims and activity. People without digital skills will be offered support in jobcentres to make and manage their claims on-line, and also to acquire or improve core digital skills. Our work coaches have the flexibility to tailor support for individuals in difficult circumstances; they can adjust their work search requirements and conditionality to allow them to prioritise solutions to their issues. DWP has also rolled out the Universal Support initiative alongside the national roll out of Universal Credit, as part of which Local Authorities deliver both digital and budgeting support.</p><p>Where claimants have no capability to make or manage their claim on-line, telephone, and face to face support is available. Alternatively, an Appointee could make the claim on their behalf and maintain their online account. Interpreting services are available in the Jobcentre for those with severe language challenges. As we continue to deliver the full Universal Credit service, with its expanded claimant base, we are continually reviewing and developing the current vulnerable claimant customer journey, including how vulnerable people are identified and how they are supported both internally and via referral to local services delivered in partnership activity.</p>

answer text <p>The Government is strongly committed to the success of the Life Sciences in the UK and is already taking action in key areas to consolidate and build on the strength of the sector. Government welcomes the Life Sciences Industrial Strategy recently launched by Sir John Bell and will respond through a sector deal negotiation.</p><p>As part of this commitment, the Government is working hard to support businesses and entrepreneurs across the UK to ensure they can access the finance and wider support they need to grow and have the right conditions for companies to invest long-term. Through the British Business Bank (BBB) Venture Capital Catalyst Fund a £400m expansion was announced at Autumn Statement 2016, which aims to crowd in a total of £1bn for companies looking to scale up.</p><p>In addition, work is continuing through HM Treasury’s Patient Capital Review to look into long-term investment in innovative companies with life sciences featuring highly. The Department is working closely with HM Treasury and recommendations from the review will be made to my right hon. Friend the Chancellor for the Autumn Budget.</p>
