Although we can provide information on how many of each of the offences covered by section 72 of the Sexual Offences Act 2003 were proceeded against at court overall, we do not have a central record of how many of those offences were alleged to have taken place outside of the UK. But the Burmese authorities need to take urgent measures to improve conditions in northern Rakhine state before starting any returns process, as well as allowing appropriate international oversight. At present, conditions are not suitable for Rohingya refugees to return to their homes safely, voluntarily and in dignity, in line with UN principles.</p><p>The UN Security Council Presidential Statement of 6 November, agreed at UK instigation, called for the voluntary return of refugees in conditions of safety and dignity. I underlined this point when I met the Burmese Defence Minister and the Minister for the Office of State Counsellor, as well as the Bangladeshi Foreign Minister, in late November in Naypyidaw. answer	answer is ministerial correction date of answer 30/11/2017 answer text <p>The UK proposed and secured unanimous support for a UN Security Council Presidential Statement on 6 November which urged the Government of Burma to ensure the voluntary return of all refugees in conditions of safety and dignity to their homes, and to allow equal access to full citizenship for all individuals.</p><p>In his phone call to State Counsellor Aung San Suu Kyi on 21 October, the Foreign Secretary called on her to implement her commitment to ensure the return of refugees.</p><p>I underlined this call in his meetings with Burma's Minister of Defence, the Deputy Foreign Minister, and Aung Sun Suu Kyi's Chief of Staff on 20 and 21 November. I​stressed the need to ensure security for returnees.</p><p>The Governments of Burma and Bangladesh signed a Memorandum of Understanding on 23 November for the repatriation of Rohingya refugees. The UK Government will press for quick progress on implementation of this bilateral agreement. answer	answer is ministerial correction date of answer 12/10/2017 answer text <p>The Public Records Act (1958) requires central government departments, and certain other public bodies, to identify records of historical value and transfer them for permanent preservation to The National Archives, or to another appointed place of deposit. In 2013 the government began its move towards releasing records when they are 20 years old, instead of 30. We are currently in the middle of the transition from 20 to 30 years, with 2 years’ worth of government records being transferred each year until 2022.</p><p> </p><p>In accordance with Section 3(4) of The Public Records Act, departments may retain records if ‘they are required for administrative purposes or ought to be retained for any other special reason’. The Advisory Council on National Records and Archives is an independent body established by The Public Records Act that advises the Secretary of State for Digital, Culture, Media and Sport on issues related to transfer of public records that are over 20 years old. Departments apply to the Advisory Council giving their reasons to retain records using the commonly cited grounds for retention, set-out in guidance published by The National Archives (link below). The Advisory Council will then make a recommendation to the Secretary of State, who signals her approval by issuing a Retention Instrument which allows departments to legally retain their records for a specified period of time.</p><p> </p><p>Records transferred to The National Archives will be open at transfer, unless exempt under Freedom of Information legislation. Friend, the Secretary of State for Education, to make relationships education mandatory in all primary schools, and relationships and sex education mandatory in all secondary schools, in England.</p><p>The Government also made a commitment to ensuring that the updated guidance and regulations for these subjects would be age appropriate.</p><p>The Department intends to consult widely on the content of the curriculum for relationships education and relationships and sex education. This will also inform the content of the regulations and statutory guidance, school practice and quality of delivery. answer	answer is ministerial correction date of answer 26/07/2017 answer text <p>Child sexual abuse is abhorrent, and victims can apply for taxpayer-funded compensation awards through the Criminal Injuries Compensation Scheme (the Scheme).</p><p> </p><p>The Scheme is made by the Secretary of State under the Criminal Injuries Compensation Act 1995 having been approved by each House of Parliament. The Criminal Injuries Compensation Authority (CICA) administers the Scheme and decides all claims independently of ministers and Parliament. The CICA sets guidelines to assist them in administering the Scheme.</p><p>The CICA guidelines are intended to make sure that controlling and abusive behaviour is taken into account when handling compensation applications for child sexual abuse.
