answer text <p>Her Majesty's Government is concerned by the violence that occurred in Kasese district in Uganda in November 2016, which resulted in the reported deaths of over 100 civilians and members of the security forces. We have raised the matter with the Government of Uganda and the Uganda Human Rights Commission. We support the EU local statement of 16 December relating to these matters.</p><p>We have urged the Government of Uganda to complete a timely and transparent investigation into these incidents, in accordance with due process, rule of law, international legal obligation and in line with the Commonwealth charter.</p><p>I visited Uganda in August 2016 and have followed this case. We continue to believe that a human rights compliant approach is the most effective way to secure long-term peace and stability. The British High Commission work closely with the Government of Uganda, civil society and human rights defenders to ensure human rights are respected in the country. The UK made recommendations to Uganda at the Universal Periodic Review at the UN in November.</p>

answer text <p>The Department recognises that missed or inappropriate appointments in general practices are a waste of National Health Service resources. General practices are responsible for managing their own appointments and they set criteria for different appointment slots.</p><p> </p><p>On 21 April 2016, NHS England published the GP Forward View, a package of support to help get general practice back on its feet, improve patient care and access, and invest in new ways of providing primary care. As part of this, there will be a major £30 million ‘Releasing Time for Patients’ development programme to help release capacity within general practice.</p><p> </p><p>The ‘Releasing Time for Patients’ plan will share high impact actions, including reducing missed appointments by redesigning the appointment system, encouraging patients to write appointment cards themselves, issuing appointment reminders by text message, and making it quick for patients to cancel or rearrange an appointment.</p> more like this

answer text <p>The International Council for the Exploration of the Sea (ICES) assess the state of EU fish stocks annually, including future stock status (levels). The most recent ICES’ advice for the majority of fish stocks in the UK and European waters, including the North Sea, was released in June 2016 with updates released in November 2016. Their advice can be found on the ICES website.</p><p> </p><p>This advice informs decisions on 2017 fishing opportunities taken at the December 2016 EU Fisheries Council, and supports the UK’s objectives of bringing fish stocks to their Maximum Sustainable Yield by 2020 at the latest.</p><p> </p><p>Some commercial stocks in the North Sea have recovered (e.g. plaice, saithe) or are in the process of recovering. While the North Sea cod stock is still rebuilding we are now close to fishing it sustainably and able to bring it under the landing obligation as from next year.</p> more like this

answer text <p>The latest statistics published by HM Revenue and Customs project that the top one per cent of income taxpayers will pay 26.9% of all income tax receipts this year, higher than in any year prior to 2010-11. The Government will continue to keep the taxation of high earners under review to ensure it is fair, incentivises hard work and contributes towards the long-term sustainability of the tax system.</p><p>The percentage share of income tax liabilities in 2020-21 (27.0%) is estimated from the published information for the 2013-14 Survey of Personal Incomes.
