answer text The United Kingdom contributes to the EU budget as a whole, not to individual elements of it. The initial European External Action Service (EEAS) budget in 2011 was €464 million. €441 million of this was existing money transferred from the Commission and Council Secretariat. The EEAS budget was €489 million in 2012, €509 million in 2013 and €519 million in 2014. Over this period, the UK's pre-abatement financing share was 14.5% (outturn) in 2011, 15.3% in 2012, 15.5% in 2013, and 15.4% in 2014 based on the latest budgets for those years. The UK has been clear in arguing for restraint in the EEAS budget at a time when difficult spending decisions are being taken by member states and we continue to remind the EEAS of its commitment to resource neutrality. more like this

answer text <p>No specific assessment has been made of the effectiveness of cross border co-operation in reducing the level of fuel laundering. However, tax gap figures published on 22 October 2015 in the document at the link below estimates the market share for all illicit diesel in GB mainland as or just under 1%, and 8% in NI for 2013/14. This amounts to about £100m for UK as a whole. Petrol fraud is negligible.</p><p><br> <a href="https://www.gov.uk/government/statistics/measuring-tax-gaps" target="_blank">https://www.gov.uk/government/statistics/measuring-tax-gaps</a> <br> <br></p><p>HMRC fights fraud on a wide range of fronts, from special units performing thousands of roadside checks to raiding laundering plants. Additionally, the UK has recently implemented an improved marker for rebated fuel, which will make it much harder to launder marked fuel and sell it at a profit. Ireland has also introduced the same new marker as the UK.</p><br /><p>HMRC works closely with the Revenue Commissioners in the Republic of Ireland to fight fuel fraud, including regular exchange of information and joint operational activity.</p><br />

answer text <p>The previous Government signed the Istanbul Convention in June 2012 and this Government remains committed to its ratification.</p><p>The UK already complies with the vast majority of the articles through our comprehensive work to protect women and girls from violence, including criminalising forced marriage as required by the Convention.</p><p>However, primary legislation will be required to comply with the extra-territorial jurisdiction provisions in Article 44 of the Convention before ratification. The Government is liaising with the devolved administrations about ratification, including any further legislative steps necessary.</p><p>The Government takes its international commitments very seriously and will only commit to such ratification when we are absolutely satisfied that we comply with all articles. We will continue to lead efforts to tackle violence against women and girls, end Female Genital Mutilation and combat early and forced marriage, both at home and abroad.</p> more like this

answer text <p>The Scotland Bill introduces significant new powers for the Scottish Government to set income tax rates and thresholds. As recommended by the Smith Commission, National Insurance remains a UK wide contributory system.</p><br /><p>The Government is committed to simplifying the tax system. We have asked the Office of Tax Simplification (OTS) to look at alignment of income tax and National Insurance. answer text <p>There is no formal list of NATO aspirant countries. However, this term is presently understood within the Alliance to refer to Georgia, Montenegro, Bosnia and Herzegovina, and Macedonia. The United Kingdom strongly supports NATO’s open door policy for any European country in a position to undertake the commitments and obligations of membership, and contribute to security in the Euro-Atlantic area. We therefore support the membership aspirations of all countries currently seeking to join the Alliance.</p><p>At the NATO Summit in Wales, the Alliance agreed a ‘Substantial Package’ of support for Georgia to strengthen defence capabilities and interoperability with the Alliance, and provide a new “enhanced partnership” status. Separately, Allies agreed to establish Defence Capacity Building (DCB) Missions in Georgia. The initial infrastructure for the first DCB project, the Joint Training &amp; Evaluation Centre, was inaugurated by the NATO Secretary General at the end of August. The UK has provided a Strategic Communications Subject Matter Expert to the NATO Core Team in Georgia, while other Allies have offered similar secondments. The UK has also contributed £1,750,000 to a new Trust Fund to help facilitate these.</p><p>Following the Wales Summit, NATO intensified talks with Montenegro to help them further prepare for future membership. The UK has supported Montenegro’s aim to increase public support for NATO membership and has initiated a number of Defence Engagement activities focussed upon changing public perceptions and putting Montenegro’s international credentials and capabilities into the public eye. The UK has supported a NATO Trust Fund set up to decommission surplus arms and ammunition in the country, and has provided financial and managerial support for the provision of English Language training in Montenegro, underpinning the ability to deploy officers on international operations including NATO. Foreign Ministers are due to take a decision in December on whether to invite Montenegro to open accession talks.</p><p>Since January 2015, the UK has been the NATO Contact Point Embassy in Bosnia and Herzegovina. The Embassy organised its first outreach event in Bijelijina in June, with the new NATO Commander and a representative of the Bosnian Armed Forces on the panel. Complementing its role as Contact Point, the British Embassy continues to run its officer Selection and Training project, which provides a framework and support for the Bosnian Armed Forces to recruit and train a new cadre of officers.</p><p>NATO Allies, including the UK, continue to support the conditional invitation granted to Macedonia in 2008, subject to stipulated conditions. Macedonia completed its latest Annual National Plan process in September. The UK has continued to underline to Macedonia the importance of reforms in areas such as democratic dialogue, media freedom and judicial independence in order to meet the standards expected of a future NATO Ally.</p>
