The United Kingdom has been actively involved in negotiations to develop both the Strategy and subsequent delivery-focused Action Plan. answer	answer is ministerial correction date of answer 20/11/2015 answer text <p>We remain concerned about the human rights situation in Equitorial Guinea, including the lack of freedom of expression and assembly, the lack of transparency and high levels of corruption. We are concerned about a recent Presidential decree which saw a total dissolution of the judiciary. Equitorial Guinea must meet its international obligations to protect the independence of the judiciary and respect the rule of law.</p><p>We have no diplomatic mission or resident diplomatic staff in Equatorial Guinea. Nonetheless we remain committed to raising human rights concerns with the Government of Equitorial Guinea where we can, and we have outlined concerns to the Equitorial Guinea Ambassador in London, and through visits to Equitorial Guinea of our non-resident Ambassador (based in Cameroon). The police already have powers in relation to the wearing of face masks in public order situations under existing legislation.</p><p>Section 60AA of the Criminal Justice and Public Order Act 1994 allows a police officer in uniform, following an authorisation relating to a specified area for a specified time (up to 24 hours initially), to remove or seize anything that he or she considers is being, or could be, worn wholly or mainly for the purposes of concealing identity. A joint Government of Ethiopia and UN assessment is underway and we are in touch with our UN and Non-Governmental Organisation partners on the ground to determine the extent of need.</p><br /><p>In October, the Government of Ethiopia announced that about 8.2 million people are in need of emergency food aid, up from the 4.5 million estimated in August. The number of severely malnourished children under five years old admitted to therapeutic feeding programmes this year has increased notably.</p><br /><p>Britain has acted quickly and decisively by providing emergency support for 2.6 million people. This includes food aid for 2.1 million people for a month. The Government of Ethiopia has also committed its largest ever response to a drought. The international community will need to work hard with the Government of Ethiopia to prevent the crisis from worsening in the coming months.</p><br /><p>DFID is at the forefront of resilience work to reduce the impact of crises in developing countries. Ethiopia has shown great strides in development but remains fragile in the face of extreme climate events such as El Nino. The Government of Ethiopia is fully engaged and prioritising efforts to address the needs, having spent many years building up crisis response systems. The international community is working in support of the Government and the UK along with the EU, is one of the leading donors to the response. We are in daily contact with the World Food Programme (WFP) which is delivering supplies to people affected in support of the Government. A joint Government-UN assessment has just taken place and we are also assessing that food supplies reach those affected. We have also recently provided additional funding to WFP’s relief programme.</p><br /><p>DFID’s Permanent Secretary Mark Lowcock visited Ethiopia from 9-12 November, and discussed the situation with senior members of the Ethiopian Government and partners. As an active donor and Executive Board member, DFID champions value for money and pursues increased efficiency and effectiveness in all areas including organisational reform, financial procedures and programme activities. DFID is also currently assessing WFP in its Multilateral Aid Review (MAR) 2015 and will use the MAR findings to take forward continued reform with WFP.</p><br /><p>Examples where DFID has pursued reform of management and administration of the WFP include the six-monthly Commercial Expertise Reviews which DFID conducts to assess procurement functions and make recommendations for increased efficiency. (<a href="https://www.gov.uk/government/publications/further-education-workforce-strategy" target="_blank">https://www.gov.uk/government/publications/further-education-workforce-strategy</a>)</p><p>The government is committed to supporting the development of the teaching workforce in FE and has invested over £30m since 2013 to fund a range of programmes and incentives to improve the quality of leadership, teaching and support staff in the sector – with a priority on English and Maths.</p><p>Since 2013, bursaries of up to £25,000 have been available to attract new graduates with relevant degrees to teach Maths and English, and to specialise in teaching students with SEN within the FE sector. These bursaries match those offered to trainee secondary teachers. As the relevant safety duty holders they are best placed to identify any risks or hazards arising from the services they offer with oversight from the Office of Rail and Road as the independent railway safety regulator.</p><br /><p>The UK already has one of the safest railways in Europe and the conditions which might necessitate a train evacuation are extremely rare.
