answer text <p /> <p>The Regulations that implement the measure making changes to how repeat claims for Employment and Support Allowance are dealt with were laid before Parliament on 5th March.</p><p> </p><p>The Regulations can be found at <a href="http://www.legislation.gov.uk/id/uksi/2015/437" target="_blank">http://www.legislation.gov.uk/id/uksi/2015/437</a>.</p><p> </p><p>The criteria for eligibility for the support group in Employment and Support Allowance remains the same for men and women.</p><p> </p><p>The updated guidance for healthcare professionals on the assessment of risk in claimants with a Mental Health condition was developed with input from senior psychiatrists. It differentiates between men and women in relation to suicide risk because the suicide rate in men is significantly higher than in women.</p><p> </p><p>The guidance makes clear that the assessment of risk needs to focus both on the claimant’s health and whether the claimant could cope with work-related activity.</p> more like this

answer text <p>Further to the answers of 26 February (HL Deb, col 922), 23 June (HL224) and 8 December (HL 3512), all Realms have concluded the necessary processes before implementation with the exception of Australia. All six of the Australian States have now enacted the necessary legislation and the Australian Government has recently introduced the Commonwealth’s Succession to the Crown Bill into the Australian Parliament. Once that legislation has received Royal Assent, the UK Government will then be in a position to make the commencement order for the Act.</p> more like this

answer text <p>As autonomous and independent organisations, Universities are responsible for planning and implementing their bursary and hardship schemes.</p><p> </p><p> </p><p> </p><p>Universities wishing to charge above the basic fee (£6,000 for full time students. £4,500 for part time students) must agree an access agreement with the Office for Fair Access. In access agreements, universities set out what more they will do to support students from disadvantaged and under-represented groups. This includes the outreach they will undertake, and the measures to support student retention and success, including bursaries.</p><p> </p><p> </p><p> </p><p>From this year, funding that used to be delivered through the Access to Learning Fund (ALF) has been incorporated into the Student Opportunity Fund allocation provided to universities by the Higher Education Funding Council for England. This year £366m was provided to universities and colleges through the allocation. Universities may use the allocation to alleviate hardship for both undergraduate and postgraduate home students.</p><p> </p><p> </p><p> </p><p> </p><p> </p>

answer text <p>The commissioning and provision of National Health Services is a matter for the local NHS.</p><p> </p><p> </p><p> </p><p>The NHS Trust Development Authority advises that since Monday 2 February Nottingham University Hospitals NHS Trust has been unable to provide a comprehensive adult dermatology service. It no longer has sufficient consultant dermatologist capacity to sustain such a service.</p><p> </p><p> </p><p> </p><p>The Trust has worked with commissioners to ensure a satisfactory service is available to local people from alternative providers.</p><p> </p><p> </p><p> </p><p>Rushcliffe Clinical Commissioning Group has commissioned a review to assess how to meet the needs of the population in the future. answer text <p>As at 3 March 2015 there were 154 UK Armed Forces personnel deployed to Iraq in support of the Iraqi Government to counter ISIL.</p><p>The net additional costs of training and equipping the Iraqi and Kurdish Security Forces as well as providing UK enablers is currently being met from the £50 million Deployed Military Activity Pool (DMAP). The net costings for UK military operational activity are published in the Ministry of Defence Annual Report and Accounts after the end of each financial year.</p> more like this

answer text <p>The Home Office does not routinely comment on individual cases.</p><p>Prosecution and conviction are always our preference for dealing with terrorists. Following the increase in the threat level last summer by the independent Joint Terrorism Analysis Centre and discussions with operational partners, the Prime Minister announced in another place (Commons Hansard, 1 September 2014, co.23-27) the Government’s intention to introduce several new measures to disrupt attempted travel for terrorism-related purposes and dealing decisively with terrorism suspects already here.</p><p>The Counter Terrorism and Security Act 2015 received Royal Assent last month, providing the legislative basis for a suite of enhanced measures to tackle the threat posed to this country, including:</p><p>• providing the police with a power to seize a passport at the border temporarily, during which time they will be able to investigate the individual concerned.</p><p>• creating a Temporary Exclusion Order that can temporarily disrupt the return to the UK of a British citizen suspected of involvement in terrorist activity abroad.</p><p>• modifications to the existing TPIM regime, introducing the possibility for relocation and enhancing the safeguards around this power.</p><p>• improving law enforcement agencies’ ability to identify who is responsible for sending a communication on the internet or accessing an internet communications service.</p><p>• enhancing our border security for aviation, maritime and rail travel, with provisions relating to passenger data, ‘no fly’ lists, security and screening measures.</p><p>• creating a general duty on a range of organisations to prevent people being drawn into terrorism;</p><p>• putting Channel – the government’s voluntary programme for people vulnerable to being drawn into terrorism – on a statutory basis.</p><p>These measures are designed to enhance the powers already available to the police and Security Service to keep this country safe.</p><p> </p>
