answer text <p /> <p>The Regulations that implement the measure making changes to how repeat claims for Employment and Support Allowance are dealt with were laid before Parliament on 5th March.</p><p> </p><p>The Regulations can be found at <a href="http://www.legislation.gov.uk/id/uksi/2015/437" target="_blank">http://www.legislation.gov.uk/id/uksi/2015/437</a>.</p><p> </p><p>The criteria for eligibility for the support group in Employment and Support Allowance remains the same for men and women.</p><p> </p><p>The updated guidance for healthcare professionals on the assessment of risk in claimants with a Mental Health condition was developed with input from senior psychiatrists. It differentiates between men and women in relation to suicide risk because the suicide rate in men is significantly higher than in women.</p><p> </p><p>The guidance makes clear that the assessment of risk needs to focus both on the claimant’s health and whether the claimant could cope with work-related activity.</p> more like this

answer text <p>The British Government is concerned about the statement issued by the Gambian Supreme Islamic Council in January claiming that the Ahmadiyya community are not Muslims. The UK position on human rights is clear: they are universal and must apply equally to all people. This includes freedom of religion, and divergent views or interpretations should be allowed to co-exist. Our Embassy will be speaking to the Government of The Gambia about these statements and will continue to monitor developments closely.</p><p> </p> more like this

answer text <p>Further to the answers of 26 February (HL Deb, col 922), 23 June (HL224) and 8 December (HL 3512), all Realms have concluded the necessary processes before implementation with the exception of Australia. All six of the Australian States have now enacted the necessary legislation and the Australian Government has recently introduced the Commonwealth’s Succession to the Crown Bill into the Australian Parliament. Once that legislation has received Royal Assent, the UK Government will then be in a position to make the commencement order for the Act.</p> more like this

answer text <p>The Department for Education has issued guidance for all schools on the need to give high priority to cost considerations when setting their uniform. The guidance emphasises the importance of ensuring that the uniform is widely available and affordable for all parents.</p><p> </p><p> </p><p> </p><p>Local authorities and academies have discretion within their budgets to provide school clothing grants or offer other help with the cost of school clothing in cases of financial hardship. answer text <p>The Department for Education does not appoint headteachers directly and has not made an assessment of the number of headteachers leaving academies in 2014, or of the reasons for this.</p><p> </p><p> </p><p> </p><p>In November 2013, the headteacher vacancy rates in primary and secondary academies in England were 0.1% and 0.3% respectively. answer text <p>Excellent school leadership, together with high-quality teaching and learning, is key to the Government’s plan for education. Professional development for school leaders, to support and develop excellent leadership, is therefore very important to this Government.</p><p> </p><p> </p><p> </p><p>The National Professional Qualification for Headship (NPQH) has existed for over a decade in England. This qualification helps school leaders close to headship to develop the skills, knowledge and confidence valuable for headship. All the NPQH materials are written and delivered at master’s level and carry Credit Accumulation and Transfer (CAT) Scheme points towards a full master’s degree. Headteachers are not required to undertake NPQH. There are no current plans to make it a mandatory qualification.</p><p> </p><p> </p><p> </p><p>In the response to the ‘workload challenge’, the Government committed to a review of the current provision of leadership training and development opportunities for school leaders, including the current coaching and mentoring offer.</p><p> </p>

answer text <p>As autonomous and independent organisations, Universities are responsible for planning and implementing their bursary and hardship schemes.</p><p> </p><p> </p><p> </p><p>Universities wishing to charge above the basic fee (£6,000 for full time students. £4,500 for part time students) must agree an access agreement with the Office for Fair Access. In access agreements, universities set out what more they will do to support students from disadvantaged and under-represented groups. This includes the outreach they will undertake, and the measures to support student retention and success, including bursaries.</p><p> </p><p> </p><p> </p><p>From this year, funding that used to be delivered through the Access to Learning Fund (ALF) has been incorporated into the Student Opportunity Fund allocation provided to universities by the Higher Education Funding Council for England. This year £366m was provided to universities and colleges through the allocation. Universities may use the allocation to alleviate hardship for both undergraduate and postgraduate home students.</p><p> </p><p> </p><p> </p><p> </p><p> </p>
