answer text <p>Local authorities are required under the Care Act 2014 to undertake a Carer’s Assessment for any unpaid carer who appears to have a need for support and to meet their eligible needs on request from the carer.</p><p>Funding for respite and short breaks for unpaid carers has been included in the National Health Service contribution to the Better Care Fund (BCF) since 2015. In 2022/23, £291.7 million of BCF funding has been earmarked to provide short breaks and respite services for carers, as well as advice and support to unpaid carers.</p> more like this

answer text <p>No one should be refused access to businesses or services because they legitimately have an assistance dog.</p><p>Strong protection already exists in the Equality Act 2010, which places a duty on businesses and service providers to make reasonable adjustments to improve disabled people’s access to goods and services so they are not placed at a substantial disadvantage compared to non-disabled people. This reasonable adjustment duty is an anticipatory duty, meaning that those who provide goods, facilities and services to members of the public are expected to anticipate the reasonable adjustments that disabled customers may require, including auxiliary aids.</p><p>The Equality and Human Rights Commission (EHRC) is the public body responsible for enforcing the Equality Act. In 2017, the Commission published two pieces of guidance - a guide to help businesses understand what they can do to meet their legal duties to assistance dog owners, and a guide to help tourism businesses welcome people with access requirements. The EHRC supports disabled individuals who have experienced discrimination to take their cases to court.</p><p>In recent years, case law has strengthened the equalities law for people with assistance dogs. There have been a number of significant cases brought under the Equality Act involving assistance dogs, which have been successfully litigated, for example, Bloch v Kassim (assistance dogs in taxis); Clutton and Williams v Pen-y-Bryn Group (assistance dogs in restaurants); and McCafferty v Miah (assistance dogs in shops). The Equality Advisory and Support Service (EASS), the equalities and human rights helpline, receives about 35,000 customer contacts a year, more than 60% of which concern disability issues. The EASS can intervene directly with or assist the complainant to take the case up with the relevant service provider in many cases, including those involving assistance dogs.</p>

answer text <p>The Special Educational Needs and Disabilities (SEND) and Alternative Provision (AP) Green Paper, published in March 2022, set out proposals for consultation, to improve the experience and outcomes for children and young people with SEND and those who need alternative provision.</p><p>The Department for Education has been having regular meetings with Department for Levelling Up, Housing and Communities (DLUHC) officials to discuss the findings from the SEND and AP green paper consultation. We continue to work with them to develop our policy proposals.</p><p>Department officials also work closely with DLUHC officials regarding the government’s work to support local authorities to manage their high needs systems sustainably in the immediate future. We have already made 14 Safety Valve agreements with local authorities to support the sustainable management of their high needs budgets for the benefit of children and young people and will work with up to a further 20 local authorities in the 2022/23 financial year. We are also currently working with 55 local authorities to address immediate pressures in their local systems, taking a diagnostic approach to helping them improve delivery of SEND services for children and young people, while ensuring services are sustainable.</p><p> </p>

answer text <p>We worked with the media partner Reach plc to ensure advertorials (paid-for content written and presented in the house style of the media partner) were in line with the ASA guidelines. In this instance, as per standard practice for advertorials, the labelling of advertorials followed the publisher's preference and style. Our media partner advised that they considered the ads to be obviously identifiable as marketing communications.</p> more like this
