answer text <table><tbody><tr><td><p>Those responsible for the atrocities that have been committed in Ukraine will be held to account, including military commanders and other individuals in the Putin regime. Russia’s unprovoked invasion of Ukraine is barbaric. The UK stands shoulder to shoulder with Ukraine, and we are committed to helping them secure justice for a growing catalogue of war crimes, which would of course include deliberate or disproportionate damage caused to civilian infrastructure by Russian forces. The international community is rightly focused on prosecution for war crimes. That is the right focus to ensure accountability and to have a deterrent effect on the behaviour of those fighting this conflict at the moment. At Ukraine’s invitation, the UK will play a leading role in a core group of like-minded partners to pursue criminal accountability for Russia’s illegal invasion of Ukraine. The Attorney General has just returned from Ukraine, supporting our training of Ukrainian judges. Cases are already being heard in Ukraine itself. Although consideration could be given to using the courts in England and Wales, it will be necessary to have an international tribunal, and we are determined to help secure justice for the growing catalogue of war crimes in Ukraine.</p></td></tr></tbody></table>

answer text <p>Saudi Arabia remains a Foreign, Commonwealth and Development Office human rights priority country, in part because of the increased use of the death penalty. The FCDO is carefully monitoring the case of Abdullah Al-Howaiti. The Minister responsible for the Middle East, Lord (Tariq) Ahmad of Wimbledon, has raised the case on multiple occasions with the Saudi authorities, most recently in December 2022. During his visit in February, Lord Ahmad discussed a range of human rights issues, including the death penalty. We will continue to monitor and raise the case of Abdullah Al-Howaiti.</p> more like this

answer text <p>The Department produces statistics on personal injury road collisions based on data reported by the police using the STATS19 system. This does not record the number of collisions attributable to insomnia, but does record those where fatigue was assigned as a contributory factor.</p><p>The number of injury collisions in Great Britain where a police officer attended the scene and allocated the contributory factor ‘fatigue’ to one of the participants was 1,195 in 2021, and this was 2% of the total.</p> more like this

answer text <p>As of February 2023, the National Institute of Health and Care Excellence (NICE) has made 52 Cancer Drugs Fund (CDF) recommendations. 24 of these have had guidance updated following a period of managed access, with 92% recommended for routine funding. Of the medicines that are currently in a period of managed access within the CDF, 43% included the end-of-life modifier.</p><p>NICE consider that all guidance updates, including those for managed access, are not continuations of the original guidance and are new NICE guidance. This is demonstrated by the separate reference numbers for each guidance publication. All guidance updates take place using the methods and processes that apply at the time of the evaluation. This currently includes application of a broader severity modifier in place of the end of life modifier.</p><p>Analysis carried out by NICE in the development of the modifier indicates that the vast majority of cancer medicines that would be eligible for the end of life modifier would also be eligible for a weighting under the severity modifier.</p>

answer text <p>Education is a devolved matter, and the response outlines the information for England only.</p><p>The apprenticeship levy is an important part of the department’s reforms to create a high-quality, employer-led apprenticeships system, and it supports employers of all sizes to invest in high-quality apprenticeship training.</p><p>There are no current plans to review the apprenticeship levy. My right hon. Friends, the Secretary of State for Education, and the Chancellor of the Exchequer meet regularly to discuss how apprenticeships and skills can contribute to economic growth.</p><p>The department continues to improve the apprenticeships system for employers and apprentices. We have made apprenticeships more accessible for all sectors through the development of flexi-job and accelerated apprenticeships, and we are working with providers to simplify the apprenticeship system through our ‘You said, we did’ programme.</p><p>The apprenticeships budget is used to fund training and assessment for new apprenticeship starts in levy and non-levy paying employers, and to cover the ongoing costs of apprentices already in training and any additional payments made to employers and providers. The annual apprenticeship budget is set by HM Treasury (HMT) and although closely linked, it is distinct from the total levy income collected. The apprenticeship levy is paid by all eligible UK employers and funding linked to its income is distributed proportionately between England, Wales, Scotland and Northern Ireland. The table below shows the department’s ring-fenced apprenticeships budget against the total apprenticeships spend in England for the last five years. This shows that in the 2021/22 financial year 99.6% of the apprenticeships budget in England was spent, with only £11 million unspent.
