The Government is introducing simple, secure and personalised digital tax accounts, removing the need for annual tax returns. Updating HM Revenue and Customs (HMRC) through software or apps will deliver a light-touch process, much less burdensome and time-consuming than it is today.</p><p>The Government will consult on the details of these proposals throughout 2016 and will publish a Tax Information and Impact Note (TIIN) in the usual way. This will include an estimate of the impacts on business. The Government routinely publish TIINs for tax policy changes when the policy detail for those changes is finalised or near-finalised.</p><p>HMRC has discussed these reforms with a range of professional bodies and advisory groups representing small businesses and the self-employed. Once the ballot closed, a computer system randomly selected the successful applicants by their reference numbers - so that no weighting was added to any other factor such as geographic location or date of application.<p>The ballot was administered by an external company, SEE Tickets, with previous experience of the managing ticketing and ballots for large scale events. answer	answer is ministerial correction date of answer 12/01/2016 answer text Encouraging British nationals intending to travel overseas to take out adequate insurance for their trip remains a crucial part of the Foreign and Commonwealth Office’s ‘Know Before You Go’ communications campaign. We continue to run specific campaigns on this issue and to disseminate insurance messaging in our broader travel safety activity. We launched an insurance campaign as recently as 7 January, ahead of ‘Sunshine Saturday’ on 9 January, a travel industry initiative during which millions of people were expected to book a holiday abroad in 2016. Last year we issued proactive messaging on insurance in May, July and August, making use of social, print, online and other online media as well as our network of partners from, and with an interest in, the travel industry. As a country we cannot afford to waste the talents of half our population and that is why we must ensurewomenare better representedacross all walks of life, including those from rural areas.</p><p>The 2015 General Election was a great step forward for women’s representation. We now have the highest number of female MPs in Parliament and a third of our Cabinet is made up of women. We know women continue to be under-represented on local councils; that is why schemes such as the Be a Councillor campaign, which has been run by the Local Government Association since 2012, are so important. Almost 270,000 people have been helped to buy a home since 2010 using government-backed schemes. In the Autumn Statement we announced that the Help to Buy: Equity Loan scheme will be extended for five years to 2021 with £8.6 billion of additional funding. This will assist the sale of up to 145,000 more new-build homes. We will also launch London Help to Buy in early 2016, increasing the equity loan in London from up to 20% to up to 40%, in recognition of the specific affordability issues resulting from higher house prices in the capital.</p><p>The Autumn Statement also confirmed a total of £8 billion for over 400,000 affordable homes, including £4.1 billion for 135,000 new Shared Ownership homes. This also includes delivery of 200,000 Starter Homes at a 20% discount for young first time buyers, with £2.3 billion committed to supporting these. The Government implemented section 106 of the Equality Act, which makes it possible to require registered political parties to publish anonymised data relating to the diversity of their candidate selection. This is a voluntary approach, which provides greater transparency over candidate selection. It is for political parties to ensure that they have a wide range of candidates to stand for elections.</p><p>We have supported and promoted mentoring schemes and internships at local and national Government level to open up political life to black, Asian and minority women and disabled people.
