We continue to monitor the situation closely and take these exceptional circumstances into account.</p><p> </p><p>To ensure a spouse or partner and relevant dependent children applying for entry clearance, leave to remain or indefinite leave are not unduly affected by circumstances beyond their control, for the purpose of the minimum income requirement:</p><p> </p><ul><li>A temporary loss of employment income between 1 March and 31 July 2020 due to COVID-19, will be disregarded provided the requirement was met for at least six months up to March 2020.</li><li>An applicant or sponsor furloughed under the Government’s Coronavirus Job Retention Scheme will be deemed as earning 100% of their salary.</li><li>A temporary loss of annual income due to COVID-19 between 1 March 2020 and 31 July 2020 will generally be disregarded for self-employment income, along with the impact on employment income from the same period for future applications. Income received via the Coronavirus Self-Employment Income Support Scheme will also be taken into account.</li><li>Evidential flexibility may be applied where an applicant or sponsor experiences difficulty accessing specified evidence due to COVID-19 restrictions.</li></ul><p> </p><p>The minimum income requirement can also be met in several ways in addition to or instead of income from employment or self-employment. answer	answer is ministerial correction date of answer 13/02/2017 answer text <p>HM Revenue and Customs’ (HMRC’s) consultation ‘Tobacco Illicit Trade Protocol – licensing of equipment and the supply chain’ sought views on two aspects of the Protocol. These were the mandatory licensing of tobacco manufacturing machinery and the potential licensing of participants in the supply chain of tobacco products for the purposes of tackling the illict trade.</p><p> </p><p>A response document on the licensing of tobacco manufacturing machinery was published on 5 December 2016 and draft legislation was published at the same time.</p><p> </p><p>Licensing of the supply chain is more complex and could affect a large number of UK businesses. Therefore, while HMRC is in a position to proceed to implementation of the licensing of machinery, supply chain licensing requires further consideration. English for speakers of other languages (ESOL) participation is published as part of a Statistical First Release. question text	To ask Her Majesty’s Government what is their response to the statement by the United Nations High Commission for Refugees that a robust search and rescue operation is necessary in order to save lives in the central Mediterranean.

answer	answer is ministerial correction date of answer 02/03/2015 answer text <p>The number of deaths in the Mediterranean, and on the land routes from the Horn of Africa to the Southern Mediterranean, are a tragic reminder of the great risks migrants take when they attempt the perilous journey to reach Europe.</p><p>The Government believes that the best approach lies in the continuation of Frontex (EU external border agency) Operation Triton alongside Italy’s ongoing coordination of normal search and rescue activities. Frontex has been clear that its maritime operations will assist with individual search and rescue efforts in their operational areas if called upon to do so by national search and rescue coordinators.</p><p>At the same time, the UK is continuing work with other EU countries to tackle the causes of illegal immigration and the organised trafficking gangs behind it, as well as increasing support and protection for those who need it in North and East Africa.
