answer text
The Environment Agency (EA) has not made any assessment of reports on this subject and does not plan to conduct any such assessments in England.

The impact on food produced in proximity to waste incinerators is considered as part of environmental permitting regulations. The EA is responsible for deciding whether new incinerators in England should get a permit to operate. For each permit application it receives, the EA uses the results of air quality modelling and a human health risk assessment (HHRA) to determine the impact of the proposed incinerator.

The HHRA assesses impacts on the food chain. Impact assessments are very conservative and permit decisions are based on worst-case scenario impacts.

The EA also consults the UK Health Security Agency and the Food Standards Agency (FSA) on every permit application it receives and will not issue a permit if the proposed plant could cause significant pollution or harm to human health, including via the food chain.

The FSA is responsible for the management of public health risks in relation to food. In general, the FSA considers that if incinerator facilities are correctly operated and monitored, with the appropriate level of emissions abatement, there should be no impact on the local area in terms of elevated levels of contaminants in soil and locally produced food. Measures are in place to manage the risk from chemical contaminants and keep levels as low as reasonably achievable through good practices and regulatory controls.

answer text
We are deeply concerned by the reports of the executions of these two juvenile offenders. In her statement, the UN High Commissioner for Human Rights, Michelle Bachelet, stated these executions are prohibited under international human rights law and has violated the International Convention on the Rights of the Child, which Iran had signed up to. It remains a long-standing policy of the United Kingdom to oppose the death penalty in all circumstances as a matter of principle. The UK regularly raises human rights with the Iranian authorities at all levels and we continue to take action with the international community to press Iran to improve its poor record on all human rights issues.
more like this

answer text
We initially assessed that the new burden associated with the new duty in section 3 would be £8 million per year nationally, once the new duty is fully implemented. We have since refined that initial assessment in light of consultations held with local council leaving care managers and new data published in September 2017, and are currently consulting the Local Government Association and the Association of Directors of Children’s Services before agreeing it with the Department for Communities and Local Government’s new burdens team. We plan to publish the final new burdens assessment and confirm each local council’s funding allocation in the New Year.

The new burden associated with the support provided in sections 4 to 7 was estimated at between £30,000 and £50,000 per local council. The new burdens assessment explains that savings from reforms to adoption, including regionalisation of adoption, will offset this new burden. Average timeliness in adoption has improved by around six months since 2012-13, offering savings to local councils from the decreased cost of care. These can be reinvested to extend Virtual School Head support to previously looked after children. To date, we have launched six Regional Adoption Agencies.

People in this position may be eligible for Employment and Support Allowance, which provides income replacement for people with a health condition or disability, and Personal Independence Payment, which helps with some of the extra costs caused by long-term health or disability.
more like this
