answer text <p>No prisons are routinely operating a 23 hour per day or similar lockdown and I refer the noble Lord to the answer I gave to question <a href="https://questions-statements.parliament.uk/written-questions/detail/2022-11-14/hl3355" target="_blank">HL3355</a> on 29 November 2022.</p><p> </p><p>Maintaining safety continues to be a priority, and where regimes are limited, we continue to prioritise the implementation of key safety interventions. This includes our case management approaches to manage the risk of self-harm and suicide (Assessment, Care in Custody, and Teamwork) and of violent behaviour (Challenge, Support and Intervention Plan), and the delivery of key work, through which prison officers provide one-to-one support for prisoners.</p> more like this

answer text <p>There is a package of support for local authorities to assist the resettlement of families through either the Afghan Relocations and Assistance Policy (ARAP) or the Afghan Citizens Resettlement Scheme (ACRS) in addition to the additional funding for wraparound support.</p><p>We are currently working with HM Treasury and other government departments to finalise the arrangements for providing the funding for both the ARAP and ACRS schemes and the bridging hotel funding. We recently shared the final drafts of the Funding Instructions for local authorities providing hotel wraparound support and the ARAP/ACRS post 1 September 2021 schemes, with strategic migration partners for comment.</p><p>We hope to issue these instructions as soon as possible. Once these are published, we will also write to each local authority and invite them to submit their claims for processing.</p> more like this

answer text <p>COVID-19 is the biggest threat this country has faced in a generation – and we are not alone. All over the world we are seeing the devastating impacts of this pandemic – to global health, economies and also more broadly. The UK is a global leader in supporting international efforts in the COVID-19 response, having already pledged £744 million in UK aid. The UK Government is taking decisive and co-ordinated action based on the science and evidence, to mitigate COVID-19’s primary and secondary impacts, both in the UK and in support of the poorest and most vulnerable in developing countries.</p><p>The UK Government’s domestic package of support in response to COVID-19 is one of the largest in the world. It provides a cash investment of £7 billion into the welfare system alone to support UK citizens through the current crisis – the biggest ever in Universal Credit.</p><p>The UK is also using its foreign aid budget and British expertise to stop the spread of COVID-19 internationally, build resilience in vulnerable countries, find a vaccine, new drugs and therapeutics as well as support the economic response. We are helping to prevent the poorest countries – which represent a quarter of the world’s population - from collapse by supporting their economies and access to skills and education.</p><p>By preventing the virus from spreading in the poorest countries, we will save millions of lives and reduce the risk of future waves of infection that could come to the UK.</p><p> </p>

answer text <p>Network Rail regularly monitors the reliability of its infrastructure, and this monitoring indicates a broad improvement in signalling asset reliability across the West Coast Main Line resulting from the ongoing replacement and modernisation of the infrastructure. Network Rail’s monitoring indicates overall reductions in delays from track circuit, signalling system and power supply failures following resignalling and other measures.</p><p> </p><p>The Office of Rail and Road undertakes yearly reviews of Network Rail’s expenditure and efficiency, to help customers, funders and other interested parties gain a better understanding of Network Rail’s financial performance. This is published in the Annual Efficiency and Finance Assessment of Network Rail.</p> more like this

answer text <p>I refer the noble Lord to the written Ministerial Statement of 15 December 2014 on the outcomes of the Organisation for Security and Cooperation (OSCE) Basel Ministerial Council, made by the Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Aylesbury (Mr Lidington), which I repeated in the House of Lords, Official Report, columns WS5-6. In the Statement, it was noted that a further Declaration was agreed on the continuation of the Helsinki +40 process. However, the process in 2014 has largely stalled due to the Ukraine crisis, with only limited discussion of possible efficiency measures. The incoming Serbian OSCE Chairmanship has a mandate to continue discussions. But it remains unclear how they can take the process forward while Russia continues to violate core OSCE principles. We continue to focus in the first place on restoring respect for, and implementation of, those commitments.</p> more like this
