answer text <p>The Safety of Rwanda (Asylum and Immigration) Bill will apply in full in Northern Ireland in the same way it does in the rest of the UK. This is set out on the face of the Bill, reflecting that immigration policy is a UK-wide matter. There is nothing in the Windsor Framework that affects that. The Bill does not engage the Belfast (Good Friday) Agreement, including the rights chapter – those rights seek to address longstanding and specific issues relating to Northern Ireland’s past and do not extend to matters engaged by the bill. The Government remains fully committed to that Agreement in all its parts.</p><p> </p><p>I have written to Sir Jeffrey Donaldson in relation to this. answer text <p>Life in the UK testing is provided and hosted by PSI Services (UK) Limited who operate a self-booking process. Candidates are able to book tests in multiple slots; they are not limited by the system as to how frequently a test can be taken and there has never been a formal requirement for customers to wait seven days before taking a test again. The seven day wait before re-taking a test is a suggestion in order to aid candidates’ personal preparation. Given there is no requirement, no checks are conducted by test centres, or the online booking system, on the length of time a candidate has waited for their test.</p><p>Guidance on gov.uk is being updated to reflect that there is no requirement to wait seven days.</p><p>Information on the number of test centres administering Life in the UK tests each month and the number of Life in the UK tests sat each month in 2019 – 2022 is not available in a reportable format. However the number of tests taken each quarter in relation to citizenship and settlement applications can be found on gov.uk.</p>

answer text <p>The UKFIU does not hold figures for the proportion of Suspicious Activity Reports resulting in action by (1) police, or (2) other relevant authorities. The UKFIU received over 700,000 SARs in 2020/21 and made these reports available for police and other authorities to access, including in some instances allocating particular high-risk reports to specific partners. The cost of establishing actions resulting from each SAR would be disproportionate, noting that:</p><p>• a SAR is a report of suspicion as assessed the reporter and is not evidence of criminal conduct.</p><p>• a single SAR may be used several times by several different agencies for different purposes e.g. the information within the same SAR may inform a) HMRC about taxation b) local police about fraud or theft and c) a government department about a regulatory issue or a weakness in a financial product.</p><ul><li>some SARs provide new and immediate opportunities to stop crime and arrest offenders, others support existing investigations or help uncover potential criminality that could be investigated, while others provide intelligence useful at a point in the future.</li></ul><p> </p><ul><li>some SARs are disseminated to foreign jurisdictions.</li></ul><p> </p><ul><li>even if no criminal investigation is conducted, a SAR may contain information that contributes to understanding current threat trends or patterns. This helps reporters and law enforcement to plan and prevent against new crime trends.</li></ul><p><strong> </strong></p><p>Further information can be found in the Suspicious Activity Reports Annual Report 2020, including that last year almost £172m of assets were denied to suspected criminals as a result of SARs reporting.</p>

answer text <p>National Health Service referral pathways are in place locally to respond to the physical, mental and sexual health needs of women and girls who have undergone female genital mutilation (FGM) through maternity and specialist paediatric services. Non-pregnant women over 18 can access a new pilot of eight FGM support clinics launched in September 2019 which provide a range of services, including deinfibulation if required.</p><p>Commissioning of FGM services is informed by NHS Digital’s FGM enhanced dataset.</p><p>Local authorities in England are mandated to commission comprehensive open access sexual health services for people present in their area based on an assessment of local need.</p><p> </p><p> </p><p> </p> more like this

answer text <p>The Government funders of health research do not generally set a target research spend for specific areas. The level of research spending in a particular area is driven by a number of factors, including the scientific potential and the number and scale of successful applications. In 2015-16, the topic-specific spend on mental health research by the National Institute for Health Research was second only to that spent on cancer.</p><p> </p><p>The Department has been collaborating with the mental health community to develop a ten year framework for research on mental health, which is expected to be published by the end of 2017. It is recognised that there is a need to encourage researchers in other disciplines to apply their research skills in the mental health field to help drive forward new approaches.</p> more like this

answer text <p>On 13 October the Supreme Court in Pakistan postponed Ms Asia Bibi's appeal hearing indefinitely. I remain concerned about Ms Bibi and continue to follow developments in her case closely. We raise regularly our concerns about misuse of the blasphemy laws with the Pakistani Government, and continue to urge Pakistan to adhere to its international obligations and uphold the rule of law. During his visit to Pakistan in March, the former Secretary of State for Foreign and Commonwealth Affairs, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), made clear our concerns about minority communities and misuse of the blasphemy laws.</p><p>The UK supported the EU statement of October 2014 following the decision of the Lahore High Court to uphold the conviction of Ms Bibi. We will continue to work with our EU and other international partners to ensure our views are made clear to the Pakistani authorities.</p> more like this

answer text <p>UK Overseas Territory (OT) Governments are constitutionally responsible for the protection and conservation of their natural environments. Through the UK Government-funded Overseas Territory Environment and Climate Fund (Darwin Plus) we have committed approximately £5.2 million since 2012 to supporting environment projects in the OTs. A number of these have helped to conserve penguins.</p><p> </p><p> </p><p> </p><p>Darwin Plus has funded projects to create a regional database of penguin tracking data, population analysis and modelling and to deploy autonomous camera units to monitor penguin populations in the British Antarctic Territory and South Georgia and South Sandwich Islands.</p><p> </p><p> </p><p> </p><p>In addition, the Foreign and Commonwealth Office recently funded a project led by the Royal Society for the Protection of Birds to carry out the first ever stocktake of species in the OTs. The study, completed between January 2013 and March 2014, with further work in 2015, brought together all known species records and conservation assessments. Although only a few OTs have permanent penguin populations, it found that the islands of the OTs include more penguins than any other nation on earth, holding an estimated 36% of the world’s population of southern rockhopper penguins and 34% of gentoo penguins.</p><p> </p>
