answer	answer is ministerial correction date of answer 20/07/2015 answer text <p /> <p>Entitlement to Attendance Allowance is not based on the diagnosis of a specific health condition, but is awarded to people based on the care, or supervision, needs arising from their severe disability. Special rules arrangements apply to Attendance Allowance claimants who are not expected to live longer than another six months, and mean that payment is made immediately rather the claimant having to satisfy the usual six month qualifying period. There is no specification of which health conditions should be processed under the special rules arrangements, and those suffering from significant brain injuries and not expected to live longer than another six months would be included under them. We support this and experience has shown that there are often other funders, including the private sector, happy and willing to fund new memorials.</p><p>The DCMS ​does additionally administer the DCMS Memorial Grant Scheme which makes grants towards the VAT incurred by charities and faith groups in the construction, repair and maintenance of public memorial structures. Employers may have to provide compensation in cases where it is shown that they have not taken measures to protect their employees from the risk of exposure to asbestos. As the employers of teaching professionals in educational establishments, it is for schools, academy trusts or governing bodies (depending on the type of school) to provide compensation to employees harmed by asbestos exposure.</p><p> </p><p> </p><p> </p><p>There are a number of schemes available to those who are unable to bring a claim for compensation against their employer or trace the relevant employers' liability insurer, which can support those who may have experienced this. The grant also enables NSN to support free schools in the pipeline and open free schools.</p><p> </p><p>The grant has a total value of £2,961,200 and runs from 1 April 2014 to 31 March 2016.</p><p> </p><p>It is worth £1,486,200 in 2015-16.
