The UK also stresses the importance of the Israeli security forces providing appropriate protection to the Palestinian civilian population. Rhetoric about &quot;wiping out&quot; places is harmful and irresponsible. The British Embassy in Tel Aviv has raised these comments with the Government of Israel at senior levels. We condemn Finance Minister Smotrich's incitement to violence. answer	answer is ministerial correction date of answer 08/07/2020 answer text <p>Many further education providers are already open for 16 to 19 learners on the first year of a two-year study programme and all learners under 19 years old can be offered a face-to-face meeting before the end of the summer term - subject to the required safety measures being met. Our guidance on how to phase the return of learners in further education is underpinned by our latest understanding of COVID-19 and we will continue to be led by the scientific evidence.</p><p> </p><p>From Autumn 2020, all learners, including those who are 16 to 19 and adults will return to a full high-quality education programme delivered by their college or post 16 learning provider. This is as well as continuing to re-introduce face to-face support for 16 to 19 learners who are:</p><ul><li>in their first year of a study programme</li><li>taking their exams next year</li></ul><p> </p><p>Colleges should plan on the basis that, from September 2020, all learners will return to a full high-quality education programme.</p><p> </p><p>The Education and Skills Funding Agency (ESFA) will continue to pay grant funded providers their scheduled monthly profiled payments for the remainder of the 2019/20 funding year and for 2020/21 which should give colleges the security of their agreed funding allocations. For colleges that are experiencing significant financial difficulties, the existing support arrangements remain in place, including short-term emergency funding. The further education commissioner and his highly experienced team are able to talk through plans, concerns and issues as are local ESFA teams.</p><p> </p><p>My right hon. Friend, the Prime Minister announced a £1 billion support package for schools to help pupils catch up on lost teaching time. It is our ambition that all students have the chance to make up for lost education and where breaks in learning have been required, we want to ensure learners can resume their ‘classroom’ learning and continue to a successful completion. answer	answer is ministerial correction date of answer 02/04/2014 answer text <p>The Crown Prosecution Service (CPS) has robust processes for dealing with cases involving deaths in custody or in contact with police which follow the requirements of the then Attorney General's &quot;Review of the Role and Practices of the CPS in Cases Arising from a Death in Custody 2003&quot;.</p><p>All death in custody cases are dealt with by the CPS Special Crime and Counter Terrorism Division to ensure consistency of approach and that they are dealt with by lawyers with the necessary skills and experience. Only very experienced senior lawyers, who are specifically designated, are permitted to review death in custody cases. The reviews carried out by the senior lawyer in cases involving deaths in custody are examined by their line manager and then by the Head of Special Crime &amp; Counter Terrorism Division (or her Deputy). They are then submitted to the Director of Public Prosecutions (DPP) for final approval. In any case where the decision is not to proceed, unless the DPP is satisfied that it is &quot;plain beyond doubt&quot; that there is no case to answer, experienced external counsel will be instructed to advise.</p><p>The status of the specified cases is as follows:</p><p>(1) Azelle Rodney: Following the publication of the report of Sir Christopher Holland in relation to his inquiry Mr Rodney's death, the IPCC wrote to the Director of Public Prosecutions to ask that the CPS review the case. This review is underway and the CPS is working with the IPCC in order to determine whether any further investigation is required. Once the CPS is satisfied that it has received a full file, it will consider whether charges should be brought.</p><p>(2) Jimmy Mubenga: prosecutions were announced on 20 March 2014.</p><p>(3) Christopher Alder: prosecutions took place in 2002 – all defendants were acquitted.</p><p>(4) Sean Rigg: The CPS has provided investigative advice to the IPCCin relation to allegations of perjury. A charging decision has not been requested.</p><p>(5) Habib Ullah: The CPS has received a full file and is considering whether charges should be brought.</p><p>(6) Ricky Bishop: Mr Bishop died in 2001.
