answer text
In December of last year, the Charity Commission wrote to the then Attorney General requesting consent to refer six questions to the First-Tier Tribunal concerning the Corporation of the Hall of Arts and Sciences, the Royal Albert Hall, which is a registered charity. This is the third such request by the Commission since 2017. The then Attorney General granted, then subsequently withdrew his consent in relation to the first request. The second request was withdrawn, with consent then sought for the reference of an amended set of questions last December. While the Charity Commission has the power to refer questions to the Tribunal, it may only do so with the consent of the Attorney General, as set out in section 325 of the Charities Act 2011.

The Corporation made further representations in relation to the Commission’s request earlier this year. The Attorney General is in the process of considering the request and representations with a view to issuing a decision in due course.

answer text
The Financial Reporting Council (FRC) has reported annually to the Secretary of State since 2013 in compliance with requirements in Part 42 of the Companies Act 2006 on reporting by the Secretary of State’s delegate. Those reports have been laid before both Houses of Parliament and include discussions of the governance of the FRC.

The joint consultation by the Department for Business Innovation and Skills and the FRC in 2012 on proposals to reform the FRC considered its governance arrangements and led, among other changes, to the application of these reporting requirements.[1] Before that time the FRC produced an annual report and accounts as a private company which was filed at Companies House. It also published an annual report for its stakeholders on its work.

Between 2006 and 2012, the requirements of the Companies Act on reporting by the Secretary of State’s delegate applied to the Professional Oversight Board, an operating board of the FRC. Its functions were transferred to the FRC in 2012. It’s reports were also laid before both Houses of Parliament.

[1] The consultation is available at: https://www.gov.uk/government/consultations/financial-reporting-council-reform

answer text
While British officials in Mexico City have not yet been in touch with the Mexican authorities on this specific reported incident, our Embassy has for some time been in touch with a range of Mexico and UK-based non-government organisations about discriminatory violence against Protestant families in Chiapas. The most recent reported incident on 4 January seems to suggest an escalation in this violence. Our Embassy also regularly lobbies to ensure the perpetrators of all crimes are brought to justice and that all minority groups are respected and, where appropriate, offered protection.

We continually raise the issue of freedom of religion or belief in bilateral and multilateral fora. This forms a core part of our human rights work and we frequently raise security and human rights concerns with Mexico. For example, the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron); the then Deputy Prime Minister, the Rt Hon Member for Sheffield, Hallam (Mr Clegg), and the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), discussed human rights issues during the State Visit of President Enrique Peña Nieto to the UK in March 2015.

answer text
The Post Office is one of the leading challengers in the UK financial services market and offers services under its Post Office Money brand and also services on behalf of third parties. Presently more than 95% of UK current accounts are accessible across Post Office’s counters. Post Office already works with a number of Credit Unions, and customers of these organisations are able to undertake basic financial transactions at Post Office branches. Post Office is also working with the Association of British Credit Unions on its Credit Union expansion project; this is ongoing and Post Office hopes to play a role in any solutions identified.

All of Post Office’s contracts – including with Credit Unions – are commercial arrangements and it would not be appropriate for Government to intervene in these. We support Post Office’s strategy to grow its successful financial services business to reach more customers, including potentially those of the Credit Union sector.
