The figure quoted in the Impact Assessment is a forecast based on a range of assumptions on the impact of the reforms. In line with their statutory duties, the independent OBR includes the impact of government policy at the forecast following the policy’s announcement. The Government makes decisions every year on tax, spending and borrowing taking into account such changes in forecasts.
