She urged a thorough, impartial and transparent investigation into the events. The UK Ambassador to Israel has reiterated the importance of an investigation with the Israeli authorities. We call for urgent steps to de-escalate tensions and for restraint in the use of force. answer text
The UK places great value on the role of the Council of Europe (CoE) in advancing work on human rights, democracy and the rule of law across Europe. As set out in the Integrated Review our plans to encourage our international partners to establish partnerships with different communities and areas go much wider than the CoE member states. The UK will work with allies, including CoE member states and civil society worldwide, to protect democratic values as part of our force for good agenda. In many instances, this will involve working bilaterally with countries to strengthen their domestic governance. In doing so, the UK government will focus its efforts primarily in the wider European neighbourhood, East Africa and the Indo-Pacific, tailoring our approach to meet local needs and combining our diplomacy, development, trade, security and other tools accordingly. To promote robust democratic institutions, the UK will support strong, transparent and accountable political processes and institutions overseas (including parliaments and political parties) through the Westminster Foundation for Democracy and other institutions. This work will be bolstered by a new UK capability to support election observation and activity to strengthen existing multilateral efforts.

answer text
Child sexual abuse is an appalling crime and that this Government is committed to tackling it. It is important that we look at what has gone wrong in the past and work tirelessly to ensure we do not repeat those mistakes.

Since Operation Augusta we have taken significant steps to transform the way police respond to these horrific crimes. We have prioritised child sexual abuse as a national threat and we have worked with the College of Policing to deliver a package of measures to ensure the police are better placed to respond to child protection issues, including enhanced coverage of vulnerability in the curriculum for the Police Constable Degree Apprenticeship, and the development of a Public Protection and Safeguarding Leaders course.

The Home Office is continuing to provide significant investment to initiatives and activities that will support the police to continue transformation in their response to child sexual abuse, particularly in areas of disruption, prevention and early intervention. Last year, we announced that we will be investing a further £30m in law enforcement capabilities to ensure offenders are no longer able to prey on society’s most vulnerable.

The government will go further and publish a comprehensive national strategy to tackle all forms of Child Sexual Abuse in early 2020 which will build on our action to tackle all child sexual abuse and bring horrific predators to justice.

Our new strategy will set out our whole system response to tackling child sexual abuse and how we will work across government, law enforcement, safeguarding partners and industry to root out offending, protect victims and help victims and survivors rebuild their lives.

question text To ask Her Majesty's Government what assessment they have made of remarks made by the Special Rapporteur on the situation of human rights in the Democratic People's Republic of North Korea on 22 October that (1) North Korea is placing severe and widespread restrictions on basic freedoms, including surveillance and close monitoring of civilians, and (2) many citizens permanently disappear to a kwanliso political prison camp with families never informed of the decisions or of the whereabouts of their relatives; whether the UK Ambassador to North Korea has raised those allegations with the government of the Democratic People's Republic of North Korea; and if so, what response they received. more like this

answer text
We have grave concerns about the human rights situation in North Korea. As the Special Rapporteur on the situation of human rights in North Korea made clear on 22 October, citizens in North Korea are subject to arrest and imprisonment in horrifying conditions for attempts to exercise even basic, universally accepted, human rights, such as freedom of expression and belief. Our Ambassador in Pyongyang regularly raises human rights concerns with the DPRK authorities, including reports of severe restrictions on freedoms and conditions in prison camps. North Korea routinely challenges the evidence base for such allegations.

We also raise our human rights concerns in international fora. At the UN General Assembly in October, we called on the North Korean Government to show the world that freedoms supposedly enshrined in its constitution are not a mirage, and at North Korea's Universal Periodic Review (UPR) in May, we called on the authorities to end all surveillance and censorship of individuals and organisations. We have also urged North Korea to permit access for the Special Rapporteur and other UN human rights bodies. North Korea continues to reject allegations of human rights violations, and took note of our UPR recommendations but with no commitment to action.
