answer text <p>It is a long-standing policy that the Government does not comment on security arrangements including the details of security systems. However, the UK takes national security extremely seriously and has taken robust action to secure and protect its national security infrastructure.</p><p><strong> </strong></p><p>Following Royal Assent of the Procurement Act on 26 October 2023 the Government committed to publishing a timeline for the removal of surveillance equipment supplied by companies subject to the National Intelligence Law of China from sensitive sites within six months. This timeline is due to be published by 26 April.</p><p>Sensitive sites were defined “as any building or complex that routinely holds secret material or above; any location that hosts a significant proportion of officials holding developed vetting clearance; any location which is routinely used by Ministers; and any government location covered under the Serious Organised Crime and Police Act 2005.”</p><p>While local authorities may choose to follow the lead of central government in removing surveillance equipment they are under no obligation to do so. We encourage all organisations to follow NCSC supply chain security guidance when selecting a technology supplier. This guidance clearly sets the security standards that suppliers should meet and the considerations that organisations should be making during the procurement process.</p><p> </p>

answer text <p>The Prime Minister’s Holocaust Commission issued a Call for Evidence which received almost 2,500 responses. The Commission’s conclusions, together with a list of organisations providing formal responses, was published in the Commission’s report Britain’s Promise to Remember (2015).</p><p>Comments were invited on the 10 shortlisted designs for the Holocaust Memorial and Learning Centre, details of which were published online and exhibited at sites in London, Edinburgh and Cardiff in 2017. Two public exhibitions of the chosen design were held in 2018.</p><p>Full consultation on the planning application opened in January 2019. Around 4,500 comments were submitted online, ahead of the planning inquiry at which 69 people made oral representations. The independent Planning Inspector provided a summary of written representations and a detailed appendix of oral representations in his report recommending that planning consent should be awarded.</p><p>The scope and content of the Learning Centre exhibition will be developed by the UK Holocaust Memorial Foundation, drawing on a wide range of external advice and expertise. That process has not concluded and the noble Baroness is welcome to make any suggestions or views known to the foundation directly.</p>

answer text <p>Northern Ireland (NI) is in the UK's customs territory and therefore NI traders benefit from UK trade deals including the Comprehensive and Progressive Trans-pacific Partnership (CPTPP). The rules of origin within the deal are clear - NI goods are treated the same way as goods from any other part of the UK.</p><p>The Government's analysis is that this trade deal will increase Northern Ireland's Gross Value Added by around £70 million relative to 2019 values. NI exporters will benefit from these new opportunities: over 99% of UK goods exported to CPTPP member countries, including goods from Northern Ireland, will be eligible for zero tariffs.</p> more like this

answer text <p>The UK has repeatedly called for those responsible for atrocities in Ethiopia to be held to account. The UK was strongly supportive of the establishment of the International Commission of Human Rights Experts on Ethiopia (ICHREE). The UK has deployed an expert to support the drafting of Ethiopia's national Transitional Justice Policy and we are working to promote a survivor-centred, gender-sensitive approach. We fund UNOHCHR to deploy international human rights monitors and build early warning networks of CSOs and human rights defenders. Through our Human Rights and Peacebuilding Programme, we are supporting the investigative capacity of the Ethiopian Human Rights Commission and facilitating dialogue between groups from across Ethiopia.  We regularly convene with likemindeds to coordinate support and ensure accountability for atrocities and human rights violations and to ensure the effective, full implementation of the Tigray peace agreement and the Transitional Justice Policy once finalised.</p>

answer text <p>The UK is committed to preventing and responding to conflict-related sexual violence in Ethiopia. We have consistently called for an end to the appalling gender-based violence committed across Ethiopia, including sexual violence, particularly during the Tigray conflict. We therefore welcome the recent agreement to implement a comprehensive national Transitional Justice policy aimed at accountability, redress for victims, reconciliation, and healing. The UK has called for the perpetrators to be held to account and the importance of a victim-centered, gender-sensitive approach. We will work with the Ethiopian Government and civil society in their efforts to hold perpetrators to account, including building the capacity of the Ethiopian Human Rights Commission through the UK's Human Rights and Peacebuilding programme (HARP).</p> more like this

answer text <p>The UK is committed to preventing and responding to conflict-related sexual violence (CRSV), including through the PSVI Team of Experts. Since its launch, the UK has deployed experts over 90 times globally to enhance UK and international efforts.</p><p>From June to August 2021, an expert was deployed to Ethiopia to identify opportunities for scaling up the response to CRSV. We worked with partners to implement recommendations, including enhancing support for survivors, commissioning research into the dynamics of CRSV and deploying longer-term Gender expertise. From June to October 2022, another expert provided capacity-building training to civil society on CRSV. These deployments have provided the foundation for the UK's ongoing work on CRSV in country.</p> more like this

answer text <p>While the UK has a strong record of payment times, we are determined to see payment times fall to ensure that small businesses are given the best chance of succeeding. The Government set out policy actions in the Prompt Payment and Cash Flow which was published alongside the Autumn Statement in November 2023. These actions include extending Payment Performance Reporting Regulations with legislation being passed earlier this month, ensuring that large businesses are required to report their payment performance. The Review sets out other actions, including reforming the Prompt Payment Code and providing the Small Business Commissioner with broader powers.</p> more like this
