answer text <p>The Government is committed to working with the business community to create more inclusive workplaces from the shop floor to the boardroom. The Government commissioned and supports several business-led independent reviews, such as the Hampton-Alexander Review to increase the representation of women on boards and senior leadership positions in FTSE 350 companies to 33% by 2020 and the Parker Review to increase the ethnic diversity of FTSE 350 boards by 2024.</p><p>These reviews form part of the Government’s modern Industrial Strategy which aims to build an economy that works for all.</p><p>This business-led approach is working, with, for example, the representation of women on FTSE 100 boards rising to 30.9% from 12.5% in 2011.</p><p>Government agreed with my Noble friend’s recommendation that companies should set and publish aspirational diversity targets; and committed to lead from the front in the public sector. In June 2018 we published targets for the Civil Service to tackle the under-representation of ethnic minority staff in our most senior roles. If successful, we will approximately double the current proportion of new recruits from an ethnic minority to 13.2% by 2025.</p>

answer text <p>In accordance with arrangements introduced in 2016, relevant medical information is requested from the GPs of those who apply for a firearms licence before the licence is issued. Police forces must be satisfied that a person does not pose a danger to public safety before granting or renewing a firearm licence and they may require sight of medical information before proceeding to issue the licence.</p><p>The Government does not collect statistics on the participation of GPs in the firearms licensing process, placing of the encoded reminder, or the level of any fee that GPs may charge their patients for providing medical information to the police. However, we do understand from information from informal reports from police forces and firearms licence applicants that participation rates amongst GPs and the fees that they charge are variable. We have been in discussions with the police, medical bodies and shooting representatives about improving the arrangements for providing medical evidence and how greater consistency can be achieved.</p><p>The Policing and Crime Act 2017 introduced a power to enable the Secretary of State to issue statutory guidance to the police on their firearms licensing functions, which include the medical arrangements. Before issuing the statutory guidance, the Secretary of State must consult the National Police Chief’s Council and the Chief Constable of the Police Service of Scotland, and we will also consult publicly on the guidance before it is published. Once issued, the police will be required to have regard to this guidance, and this will therefore help to ensure greater consistency in practice across the country. The Government intends to launch the consultation on the statutory guidance before the summer recess.</p>

answer text <p>We are aware of reports that allege that organ harvesting may be taking place in China, including suggestions that minority and religious groups are being specifically targeted.</p><p>We consider the Kilgour, Gutmann and Matas report to be important sources of information about China’s organ transplant system. These reports rightly question the lack of transparency in China’s organ transplant system, whilst acknowledging that it is very difficult to identify the source of those organs and verify the number of organ transplants conducted in China.</p><p>However, as the Minister for Europe and the Americas said in a Westminster Hall debate in October 2016: “Although I do not doubt the need to maintain close scrutiny of organ transplant practices in China, we believe that the evidence base is not sufficiently strong to substantiate claims about the systematic harvesting of organs from minority groups. Indeed, based on all the evidence available to us, we cannot conclude that this practice of “organ harvesting” is definitely happening in China.”</p><p>The World Health Organisation (WHO) collates global data on organ donations and works with China. The WHO view is that China is implementing an ethical, voluntary organ transplant system in accordance with international standards, although the WHO does have concerns about overall transparency.</p><p>The British Government is aware of the technique to plastinate human bodies exported from China for exhibition and for medical research. We have not made inquiries with the Chinese government or Dalian Hoffen Bio-Technique Co. Ltd on this matter, but continue to monitor media coverage.</p><p>​</p>

answer text <p>The government welcomes the All Party Parliamentary Group’s report. Languages are increasingly important to ensure future competitiveness in the global market.</p><p>The department’s strategy for languages includes the English Baccalaureate (EBacc) performance measure, which has seen the proportion of GCSE entries from pupils in state-funded schools in a modern foreign language (MFL) increase from 40% in 2010 to 46% in 2018. The reformed national curriculum makes it compulsory for pupils in maintained schools to be taught a foreign language in key stage 2.</p><p>Our £4.8 million MFL Pedagogy Pilot commenced in December 2018. It is managed by the newly appointed MFL Centre for Excellence and is run through 9 school-led hubs, to improve uptake and attainment in languages at key stages 3 and 4. The department has launched a pilot project in MFL undergraduate mentoring for secondary school pupils to drive up participation in the subject, specifically targeting areas of high disadvantage to extend access to languages for all pupils.</p><p>Recruiting MFL teachers is also a priority. Generous financial incentives are offered for languages teaching, including scholarships in MFLs worth £28,000, and tax-free bursaries, typically worth up to £26,000. The government is working in partnership with Spain’s Ministry of Education and Vocational Training to deliver Spain’s Visiting Teachers Programme to provide schools with access to a pool of qualified teachers from Spain who are able to teach MFLs. For the 2019/20 academic year. This programme will be open to secondary schools and also (as a pilot) to primary schools. In addition to this, the Teacher Subject Specialism Training programme aims to improve the subject knowledge of non-specialist teachers and returning teachers in MFLs and increase the number of hours taught.</p><p>The department has also recently launched the new Teacher Recruitment and Retention Strategy, which will attract new teachers to all subjects, including MFLs.</p><p>The department continues to promote the value of language qualifications to students who are choosing their GCSEs and to their parents. A guidance leaflet for parents was recently published, and can be found attached, which explains why studying a language, as part of the EBacc, broadens opportunities in both education and employment. In February, the department drew attention to the benefits of studying a language among 13-14 year olds through a social media campaign.</p>

answer text <p>The findings in the Inquiry’s report are shocking. The safety and welfare of children across all aspects of the youth justice system is a priority for government. We are already conducting an urgent review into safeguarding in the youth custodial estate and we have commissioned an independent review of pain inducing restraint techniques. We are also rolling out new specialist training and a specific qualification for staff working in the secure estate as part of a wide programme of reform, but we recognise further action is needed. We will carefully consider all the report’s recommendations and respond in due course.</p> more like this

answer text <p>The Devolved Administrations are receiving their share of additional EU Exit funding in devolved areas through the Barnett Formula.</p><p> </p><p>Through this process the Northern Ireland Block Grant has been allocated £2.3m in 2017-18, £15.2m in 2018-19 and £20.4m in 2019-20.
