The Special Envoy for the Horn of Africa and the Red Sea spends a significant amount of time on efforts to secure peace in Sudan, working closely with other envoys covering Sudan. Our Ambassador to Khartoum - now based in Addis Ababa - continues to engage with key international partners on achieving the UK's strategic objectives, as do other British Ambassadors in the region. UKSV acts as the service provider for NSV across His Majesty’s Government (HMG). NSV remains a separate and distinct process to recruitment and onboarding processes and provides an additional personnel assurance within both public and private sector for roles and projects that require access to the sensitive assets and Protectively Marked Materials (PMM).</p><p>The government does not comment on the workings of the NSV process at the strategic or tactical level for security reasons and thereby details of numbers awaiting NSV cannot be shared. However the following information may be useful.</p><p>The Baseline Personnel Security Standard (BPSS) is not a level of NSV, nor conducted by United Kingdom Security Vetting (UKSV); it is a separate pre-employment check conducted locally by recruiting departments. As this is a localised departmental element, no central record of data for BPSS is held within HMG at this time.</p><p>Following a stabilisation programme initiated in 2023, there have been sustained and stable improvements in performance against Key Performance Indicators (KPI) across all service levels of National Security Vetting clearances which includes Counter Terrorist Check (CTC), Security Check (SC) and Developed Vetting (DV). Across core services:</p><ul><li><p>Accreditation Checks (AC), a level of NSV, primarily used by the aviation industry, are being completed in five days or less.</p></li><li><p>The KPIs for both CTC and SC are 25 days, on 29th February 2024 96% of cases were being processed within that time frame.</p></li><li><p>The KPI for DV is 95 days; on 29th February 2024 93.48% of initial DV cases were being processed within that time frame.The Performance Indicator for DV Renewals is also 95 days; on 29th February 2024 13.78% of these cases were being processed within that time frame. However we expect that DV renewals submitted from 1st April 2024 will be delivered within the KPI of 95 days.</p></li></ul><p>The requirements for security cleared roles across HMG vary and are set by individual department and partner agencies dependent on duties and level of access to Protectively Marked Materials (PMM). It is, therefore, not possible to provide confirmation of the performance of NSV in relation to specific roles. answer	answer is ministerial correction date of answer 06/03/2024 answer text <p>There is no NHS England national target set for when all services will be accredited, as the process for achieving accreditation for an individual service can take a number of years. NHS England recognises the United Kingdom Accreditation Service’s (UKAS) Improving Quality in Physiological Services (IQIPS) scheme as the only recognised accreditation standard for physiological science services. This includes audiology services and provides not only independent and impartial assurance of safe, high-quality services, but also the evidence needed for the Care Quality Commission’s regulatory purposes. In August 2023, NHS England recommended that all integrated care boards ensure that provider organisations work towards the UKAS IQIPS accreditation for paediatric audiology.</p><p>NHS England has worked with the UKAS to implement an updated process to support the early assessment of an individual site's readiness for achieving accreditation. NHS England is also working alongside the UKAS to support and enable more sites to successfully achieve accreditation. The 2024/25 National Health Service standard contract now includes the recommendation that all providers of paediatric audiology should work with their local commissioners to develop a Service Development Improvement Plan that will address the areas of quality concern, to allow all paediatric audiology services to move towards UKAS accreditation against the IQIPS standard.</p> answering member printed Lord Markham question first answered 06/03/2024 12:51:51 answering member 4948 label Biography information for Lord Markham

answer	answer is ministerial correction date of answer 05/03/2024 answer text <p>On 23 February, the Financial Action Task Force (FATF) expressed its concern about the growing financial connectivity of Russia with countries subject to countermeasures, namely North Korea and Iran, and the potential risks of proliferation financing, malicious cyber activities and ransomware attacks.</p><p>The UK’s recent joint statement (12 January 2024) is clear that Russia’s procurement of North Korean ballistic missiles and their use against Ukraine violate multiple UNSCRs. Actively facilitating the circumvention of UNSCR 1718 and violating its prohibitions undermines the global fight against proliferation, the UN sanctions regime, and consequently the financial sanctions requirements of the FATF standards. The UK continues to press for implementation of South Sudan's Peace Agreement and a peaceful transition to democracy through peaceful, credible and inclusive elections.  We urge the Government of South Sudan to implement a credible electoral process for elections.
