Open source analysis indicates the people shown in the footage are Uyghur or other minorities in Xinjiang. We judge this analysis to be credible. It has been our priority to ensure that everyone is discharged safely from hospital and to the most appropriate available place. Wherever possible, people who are clinically ready should be supported to return to their place of residence, where assessment of longer-term needs will take place. This approach follows the ‘Discharge to Assess’ model, to support timely and appropriate discharge from hospital.</p><p>The Hospital Discharge Service and staff should clarify with care homes the COVID-19 status of an individual and any COVID-19 symptoms, during the process of transfer from a hospital to the care home. As testing capacity was being built priority for testing was given to the most clinically vulnerable patients:</p><p>- all patients in critical care for pneumonia, acute respiratory distress syndrome (ARDS) or flu like illness;</p><p>- all other patients requiring admission to hospital for pneumonia, ARDS or flu like illness; and</p><p>- where an outbreak has occurred in a residential or care setting, for example long-term care facility or prisons.</p><p>As set out in the Adult Social Care Action Plan on 15 April, all patients are now required to be tested prior to discharge to a care home.</p> answering member printed Lord Bethell question first answered 10/08/2020 10:00:05 answering member 4708 label Biography information for Lord Bethell

answer	answer is ministerial correction date of answer 03/08/2020 answer text <p>We are concerned by reports that Daesh is using the current COVID-19 pandemic crisis to exert their influence. As the Defence Secretary outlined in the Counter-Daesh Statement on 22 July in the House, we continue to work closely with our allies in the Global Coalition to prevent Daesh from resurging, in particular in Syria and Iraq. The Minister of State for Middle East and North Africa discussed this in a Counter-Daesh Coalition Small Group meeting on 4 June. He also raised the importance of the continued fight against Daesh in his conversations with Iraq's Ambassador to the UK on 16 March and Iraqi Foreign Minister Hakim on 1 April. To enable the return of internally displaced persons, including minorities, we have contributed £28 million to the UNDP Funding Facility for Stabilisation, which is restoring vital infrastructure and basic services in areas liberated from Daesh. Additionally, we have redistributed £9.9 million to support the health response to the spread of Covid-19 in Iraq. The Government has taken a proportionate approach, applying changes only to taxes paid in good faith by employees and customers, but held temporarily by the business, including Pay as You Earn (PAYE) Income Tax and VAT. Since reforms were announced at Budget 2018, officials and interested parties have maintained productive and fruitful discussion. The Government held a formal consultation between February and May 2019, seeking views from businesses, lenders and insolvency practitioners. Having balanced the interests of taxpayers, the Exchequer and other creditors, the Government believes these reforms take a fair and proportionate approach. On 19 June we announced a £1 billion COVID-19 catch-up package to directly tackle the impact of lost teaching time.</p><p>£650 million will be shared across state primary, secondary and special schools over the 2020/21 academic year. This one-off grant to support pupils recognises that all young people have lost time in education as a result of the outbreak, regardless of their income or background.  School leaders will have discretion over how to use the funding, but we expect it to focus on the most effective approaches. The Education Endowment Foundation has published guidance to help schools make good decisions about how to use the money effectively.</p><p> </p><p>Separately, a National Tutoring Programme worth £350 million will increase access to high-quality tuition for children and young people from deprived backgrounds.
