answer text <p>The Government is committed to ensuring people are supported to save, and that they can access a wide range of competitive savings products. The retail savings market currently offers a range of competitive options to savers, who can now access the highest rates in recent years on a variety of instant access and fixed-term products.</p><p> </p><p>The Government launched the Help to Save scheme in September 2018 to directly encourage those on lower incomes to save. This encourages saving for those on Working Tax Credit or receiving Universal Credit. These savings accounts provide a bonus of 50p for every £1 saved over 4 years.</p><p> </p><p>The Government has also introduced other measures in recent years to encourage saving. Individuals can save up to £20,000 into their ISA each year and coupled with the Personal Savings Allowance of up to £1,000 for basic rate taxpayers and up to £500 for higher rate taxpayers, around 95% of people with savings income pay no tax on that income.</p><p> </p><p>The Lifetime ISA is a long-term savings product to encourage younger people to save for their first home or for later life. The government provides a 25% bonus on savings of up to £4,000 each year, provided the savings are kept for the long-term.</p>

answer text <p>The government is unequivocally committed to supporting the independent Grenfell Tower Memorial Commission and the community, in their creation of a lasting memorial to honour those who lost their lives in the tragedy.</p><p>The Commission published its first report in May 2022, which can be found on its website. The Commission is continuing to engage with the community to develop a proposal for a memorial, and is working towards its final report, which is expected to be published in autumn 2023.</p><p> </p> more like this

answer text <p>The UK Government and the devolved administrations jointly agreed improved ways of working in January 2022. The new intergovernmental system ensures that ministers and officials are working together, across all areas, maintaining open channels of communication, discussing best practice and sharing learning from across the governments. Tackling our challenges is a shared endeavour and already this year there have been over 60 ministerial meetings between the Government and DAs on a wide range of issues</p><p>This collaboration has been vital in ensuring UK-wide join up, from tackling cost of living pressures to delivering the Homes for Ukraine which has helped over 117,000 people.</p><p>As set out in the Levelling Up White Paper, the UK Government is determined to do more to enable the sharing of evidence between the government and devolved administrations. The Concordat on Statistics provides a framework for statistical co-operation between the government and devolved administrations, and the UK Statistics Authority continues to lead on a suite of work to improve the UK-wide coherency of evidence in public policy-making.</p><p> </p>

answer text <p>As Leader of the House I see it as essential that Noble Lords receive accurate and timely responses to all written questions tabled to His Majesty's Government. For that reason, I have spoken to all Front Bench Ministers regarding the importance of adhering to the 10 working day window for response to questions for written answer. I have also written to the Permanent Secretary of DHSC to reiterate the importance of his department responding to peers within this timeframe, as well as urging them to clear the backlog as soon as possible.</p><p>My office has contacted DHSC regarding their repeated failure to meet the 10 day target for response. After the significant disruption caused to the delivery of parliamentary support to the House of Lords by the COVID-19 pandemic, the DHSC parliamentary team has implemented a Written Parliamentary Question Recovery Plan to deal with the backlog of written questions. This recovery plan has led to significant improvements in their performance. However, your question clearly highlights that there is more work to do to ensure that all questions are answered within the 10 day target. Parliament rightly expects that more work will be done on this matter.</p><p> </p>

answer text <p>The guidance states that when a child is aged between 11 and 16, they may be able to deny their parents proxy access to their online if the GP surgery agrees that is appropriate, and it is not intended that in all instances that would be appropriate. A GP surgery should have processes in place for determining whether a child aged between 11 and 16 years is competent to make this decision.</p><p>Specific tests are not described in the above guidance as each case must be considered individually with the interests of the child being paramount. There are no set questions to assess Gillick competency, but the professional bodies have guidance on this and the Frazer Guidelines.</p> more like this

answer text <p>The government published the draft Border Target Operating Model in April. This sets out plans to phase in security and biosecurity controls from 31 October in a way which implements critical protections at the UK border, while ensuring these new controls are as simple as possible for businesses to comply with.</p><p> </p><p>We developed the draft document alongside the Scottish and Welsh Governments and officials from the Northern Ireland Executive, and continue to work collaboratively to design and be able to implement a model for the whole of the UK.</p><p> </p><p>We are also working closely with businesses to get this right. During the engagement period on the draft model we have spoken to UK and international businesses and their supply chains to help them understand the new requirements and gather their views on them. We have listened closely to the feedback we received from stakeholders and are carefully considering what more we can do to support business readiness for the introduction of new controls before the final TOM is published later this summer.</p><p> </p><p>We have also been working through our embassies across the EU to ensure readiness in Member States. The final version of the model we publish will respond to the feedback we have had and will set out further detail to support supply chain readiness.</p><p> </p><p>While businesses will need to prepare for new requirements, we will continue to take a pragmatic approach to the introduction of border controls to ensure trade is not disrupted.</p>

This enables migrants to come to the UK to work in the shipping and wider offshore sectors, subject to meeting the skills and salary thresholds and other requirements.</p><p>There are specific arrangements for transiting crew who are joining ships in the UK or taking temporary shore leave. In many cases, crew can exceptionally enter the UK without an entry clearance and undertake limited forms of work.</p>
