answer text <p>The National Fund was created in 1928 with an initial anonymous donation of £500,000 with the aim of eventually extinguishing the national debt. It has accumulated significant funds through further donations and income over the years, as set out in the <strong><ins class="ministerial">attached </ins></strong>chart <del class="ministerial">below</del>. It is currently estimated to be worth over £460 million.</p><p>The terms of the deed of Trust for the National Fund are such that the Trustees are required to accumulate the net income and profits of the trust fund until the value of the fund along with its accumulated income, when added to the value of any other funds applicable for the same purpose, is sufficient to discharge the entirety of the National Debt. Given the terms of the trust, the money is currently ‘locked’ in the fund.</p><p>The Attorney General’s Office is working with the Charity Commission and the Fund’s trustees to help resolve this legally complicated matter.</p><p> </p><p> </p>

answer text <p>The European Union (Withdrawal) Bill aims to maximise certainty for individuals and businesses about their legal rights and obligations as we leave the EU in order to provide the basis for a smooth and orderly exit. The Bill will ensure that the laws and rules that we have now will, so far as possible, continue to apply.</p><p><strong> </strong></p><p>The Bill will convert directly applicable EU law into domestic law. It will also preserve laws we have made in the UK to implement our EU obligations.</p><p><strong> </strong></p><p>In particular, the UK has a long history of protecting human rights, which is unaffected by our withdrawal from the EU, and a strong history of protecting consumer rights. This Government has also made a clear commitment to protect workers’ rights, and ensure that they keep pace with the changing labour market.</p><p><strong> </strong></p><p>In recent weeks we have published a memorandum setting out where the rights in every article of the Charter of Fundamental Rights will continue to be protected in domestic law after exit, and we have set out how we intends to use the powers under clause 7 of the Bill to make amendments to employment legislation.</p><p><strong> </strong></p><p>The UK has a long history of environmental protection which we will safeguard and improve as we leave the EU. We will then have the opportunity, over time to design a set of policies to drive environmental improvement with a powerful and permanent impact, tailored to the needs of our country. In particular, we are setting out plans to consult on a new, independent body to regulate environment policy and hold government to account on environmental commitments once we’ve left the European Union.</p>

answer text <p>The Government published its future partnership paper on cross-border civil judicial cooperation on 22 August 2017. This set out that an effective framework of civil judicial cooperation is an important part of the deep and special partnership we want to establish with the EU. The Government will therefore seek an agreement with the EU that allows for close and comprehensive cross-border civil judicial cooperation on a reciprocal basis, which reflects closely the substantive principles of cooperation under the current EU framework.</p><p> </p><p>The paper also set out our intention to continue participation in those Hague Conventions we currently participate in by virtue of our membership of the EU, and to continue to participate in the Lugano Convention that, by virtue of our membership of the EU, forms the basis for the UK’s civil judicial cooperation with Norway, Iceland and Switzerland.</p> more like this

answer text <p>HM Treasury will work with departments and the Department for Exiting the European Union over the coming weeks to refine estimates of departmental requirements for 18/19 and will allocate funding accordingly in early 2018. Departmental allocations for 19/20 will be agreed at a later date, when there is more certainty on the status of our future relationship with the European Union. Departmental allocations from the Reserve will be set out at Supplementary Estimates in the relevant year as is usual.</p> more like this

answer text <p>The Department for International Trade’s Ministerial team and officials have engaged widely with business and civil society on our future UK trade policy since the referendum.</p><p>My Rt Hon Friend the Secretary of State for International Trade hosted seminars with stakeholders and in October 2017 held a roundtable with representatives from trade associations including the Federation of Small Businesses (FSB), the British Chambers of Commerce (BCC) and Engineering Employers’ Federation (EEF). Officials have also organised townhall meetings, roundtable discussions and held bilateral meetings with business and civil society representatives.</p><p>This department will continue to engage with stakeholders from across the whole of the UK as we develop our policy on future trade relations.</p> more like this
