answer text
The Equality Act’s definition of disability automatically covers people with HIV when they are in or seeking employment or seeking to access services, whether in the public or private sectors.

As well as providing protection from discrimination, the Act requires employers and service providers to make reasonable adjustments for people living with HIV. For example, an employer would be expected to allow such an employee reasonable time off work to visit hospital in connection with their condition. Employers and service providers who fail to meet their legal obligations can face legal action, should the disabled person opt for this.

In addition, the public sector equality duty (section 149 of the Act - 'PSED') requires public authorities, in the exercise of their functions, to have due regard to the need to:

eliminate unlawful discrimination, harassment, victimisation and any other unlawful conduct prohibited by the Act;

advance equality of opportunity between people who share and people who do not share a relevant protected characteristic; and

foster good relations between people who share and people who do not share a relevant protected characteristic.

A raft of guidance and codes of practice are available to help employers and service providers comply with their legal obligations under the Act. People with HIV who think they have experienced discrimination may contact the Equality Advisory and Support Service (EASS), the government helpline established to provide free bespoke advice and in-depth support to individuals with discrimination concerns. The EASS can be contacted via their website - http://www.equalityadvisoryservice.com/, by telephone on 0808 8000082 or text phone on 0808 8000084. The EASS has the ability to intervene on an individual’s behalf with a service provider to help resolve an issue. The EASS can also advise people who wish to take their complaint further on their options.

answer text
Latest statistics show rural areas in England contributed over £260 billion to our economy in 2019. There are over half a million businesses registered in rural areas.

There are many successful rural businesses, providing high levels of employment, and vital supply chains. However, we know that productivity in some rural areas has fallen behind other parts of the country.

We are determined to help rural areas fulfil their full economic potential. The Government is committed to helping rural communities and businesses as we level up every region and nation of the UK, boosting productivity and spreading opportunity. We have announced over £2.6 billion through the UK Shared Prosperity Fund (UKSPF).

Defra will set out later this year its plans to replace EU funding for LEADER and the growth programme elements of the Rural Development Programme for England and is working closely with the Department for Levelling Up, Housing and Communities to make sure there are synergies with UKSPF, while reflecting rural needs.

We are already providing funding to put in place the infrastructure that rural areas need to boost their potential. We are investing £5 billion so hard-to-reach areas can get gigabit speeds and have already upgraded 600,000 premises. The Government-led £1 billion Shared Rural Network will also roll out fast and reliable 4G coverage to 95 per cent of UK landmass.

answer text
The Government is committed to tackling health harms from alcohol and to support the most vulnerable at risk from alcohol misuse. The Prevention Green Paper Advancing our health: prevention in the 2020s outlines how we will help people moderate their drinking by working with industry to deliver a significant increase in the availability of alcohol-free and low-alcohol products by 2025. The Government will engage with industry and other stakeholders around delivering this objective.

Lower socioeconomic status is associated with higher mortality for alcohol-attributable causes, despite lower socioeconomic groups often reporting lower levels of consumption. As part of the NHS Long Term Plan, we are establishing specialist Alcohol Care Teams in hospitals with the highest rates of alcohol harm. It is estimated that this will prevent 50,000 admissions over five years. Local authorities will also receive over £3 billion in 2019/20 to be used exclusively on public health including alcohol treatment services. Public Health England is supporting NHS England’s tobacco and alcohol commissioning for quality and innovation scheme, which encourages hospitals to screen all inpatients about their alcohol use and offer appropriate interventions.

The UK Chief Medical Officers issued Low Risk Drinking Guidelines in 2016 so that people could make informed choices about their own drinking and the Government has worked with industry to ensure information on the health harms of alcohol are printed clearly on the labelling of alcoholic drinks.

The Government has also made funding of £6 million available to support children who live with an alcohol dependent parent which will address the inequalities facing this vulnerable group.
