answer text <p>BEIS continues to work with the Department for Education, the Department for Work and Pensions, and representatives of the construction sector through the Construction Skills Delivery Group, which aims to drive increased investment in construction skills, including those relevant to the infrastructure sector. To date, the Group has made good progress in supporting a greater number of apprenticeship starts, encouraging pledges to transfer unspent Apprenticeship Levy funding, and to provide better information and easier routes into the industry for those seeking careers in construction.</p> more like this

answer text <p>Implementation of the Protocol has led to considerable disruption in the movement of goods and clear diversion of trade. Traders of all sizes have faced additional burdens, supply chains have been disrupted, and costs increased. At least 200 companies in Great Britain are no longer servicing the Northern Ireland market.</p><p>We welcome the EU’s recognition that there are serious problems with the Protocol which need to be solved. We are currently engaged in a process of technical discussions with the European Commission in order fully to understand their proposals. However, it’s clear there is still a substantial gap between our two positions.</p><p>Governance is critical to ensuring that we have a balanced settlement that is durable in the long term. The Court of Justice of the European Union (CJEU) sits at the apex of a system in which EU laws are imposed on NI without consent. Addressing these problems is essential in order to ensure that any agreement can be supported by all communities in Northern Ireland.</p><p>We would prefer to settle these issues consensually and reach a positive outcome through negotiations. However, we have been clear that if an agreement cannot be reached Article 16 is a legitimate safeguard provision, the conditions for the use of which have been met.</p><p> </p>

answer text <p>The aim of the European Professional Card (EPC) is to simplify and streamline the recognition of professional qualifications process for the applicant. Improving the freedom of movement of professionals will give the National Health Service greater access to a range of skills to the benefit of patients.</p><br /><p>For health and care professions, the EPC will be introduced for nurses, pharmacists and physiotherapists in 2016. It will not be introduced for doctors until 2018 at the earliest. The EPC will be introduced through an Implementing Act.</p><br /><p>The Department was involved in extensive negotiations with the European Commission and other Member States during the development of the Implementing Act and was successful in achieving a number of positive changes including increasing access to translations of documents, and ensuring that authorities can challenge the issuance of an EPC in another Member State under ‘justifiable circumstances’, which will be an important patient safety mechanism. We will continue to work with the health and care regulators and the Commission during the implementation process to mitigate any risks.</p><br /><p>The United Kingdom was also successful in receiving a commitment from the Commission that they will undertake an early review to ensure that any issues are resolved before the EPC is rolled out to any additional professions.</p>
