They exclude the cost of time spent by House of Lords staff, for whom such work forms part of their normal duties, which cannot therefore be costed separately.

answer text
The origin of the Covid-19 virus is not yet clear, although it has been linked to viruses occurring in animals. Pandemics arise as a combination of events and are a global concern. The World Animal Health Organisation, of which the UK is a member, will be addressing wildlife trade at the next general session. It will be important to definitively establish Covid-19's origins in due course. On 24 February 2020 China announced a proposal prohibiting the trade and consumption of wildlife and we will continue to discuss this important issue with the Chinese government.
more like this

answer text
The threat posed by individuals who have gained combat experience and been further radicalised by spending time fighting for Daesh is an important issue for the UK and its international partners. Approximately 850 UK-linked individuals of national security concern have travelled to engage in the Syrian conflict. We estimate that just under half have returned to the UK and over 15 per cent have been killed in fighting in the region.

This is a global challenge and the international community must work together, learn from each other's experiences and share best practice. There are two aspects to how we manage this threat: focusing on UK-linked individuals returning to the UK, and considering foreign terrorist fighter flows overseas.

Everyone who returns to the UK from taking part in the conflict in Syria or Iraq must expect to be investigated by the police to determine if they have committed criminal offences and ensure that they do not pose a threat to our national security. The police have a range of legal powers they can use to manage any risk they pose. The UK supports its counter terrorism partners around the world to manage this risk by sharing information and experience, and by providing support to develop capabilities to manage the risk.

answer text We condemn the attacks on 9 October in northern Rakhine and the killing of nine Burmese Border Guard policemen. Since then, we have become increasingly concerned by emerging reports of human rights violations committed by security forces. The British Ambassador to Burma travelled to Northern Rakhine on 2 November and along with our US and EU partners have pressed the Burmese Government for a full and transparent investigation. I made these concerns clear to the Burmese Government during my visit there last week (9-12 November) when I met the Minister of Defence, Minister of State for Foreign Affairs and Minister of Social Welfare, Relief and Resettlement. I reiterated the UK Government's call for restraint and the restoration of humanitarian and other access. I also met Rohingya representatives in Rangoon. We welcome Aung San Suu Kyi's commitment to a fair and legally compliant investigation and urge the security forces to abide by international norms and commitments. We will continue to monitor developments closely.
