answer text <p><del class="ministerial">The Government is committed to tackling consumer rip-offs and bad business practices, including profiteering. Under competition law, responsibility for investigating individual and market-wide competition issues falls to the Competition and Markets Authority (CMA), the UK’s competition authority.</del></p><p> </p><p><del class="ministerial">The Government has ensured that the CMA has significant powers and expertise to investigate anti-competitive practices. Consumers and businesses can report concerns regarding competition issues to the CMA.</del></p><p> </p><p><del class="ministerial">The Government continues to work with the CMA and other consumer and retail organisations to monitor the extent of profiteering, and will update the law if it is proportionate to do so.</del></p><p><ins class="ministerial">The Government is committed to tackling consumer rip-offs and bad business practices. answer text <p><del class="ministerial">In negotiations with the EU, the UK proposed expanding a list of activities for Short Term Business Visitors to cover musicians, artists and their accompanying staff. This would have enabled musicians, artists and support staff to tour and perform in the EU without needing work-permits. I deeply regret that the EU rejected our proposals.There is scope to return to this issue in the future should the EU change its mind.</del></p><p><del class="ministerial">UK performers and artists are of course still able to tour and perform in the EU, and vice versa. However, they will be required to check domestic immigration rules for each Member State in which they intend to tour. This is because, while some Member States may allow paid performances without a visa or work permit, others will require musicians, artists and other creative professionals to obtain a visa or work permit, in the same way that they are required for other international artists.</del></p><p><del class="ministerial">The Government is looking at how we can work with our partners in EU Member States to find ways to make life easier for the creative industries touring in the EU.</del></p><p><del class="ministerial">We understand the concerns of the sector regarding the new arrangements and we are committed to supporting them as they get to grips with the changes to systems and processes. The DCMS-led working group on creative and cultural touring, which involves sector representatives and other key government departments, is looking at the issues and options to help the sectors resume touring with ease as soon as it is safe to do so.</del></p><p> </p><p><ins class="ministerial">Protecting children is at the heart of our online harms agenda, and wider government priorities. Under our proposals, social media, websites, apps and other services which host user-generated content or facilitate online user interaction (including video and image sharing, commenting and live streaming) will be subject to a duty of care, giving them new responsibilities towards their users. The online harms regime will capture both the most visited pornography sites and pornography on social media, therefore covering the vast majority of sites where children are most likely to be exposed to pornography.</ins></p><p> </p><p><ins class="ministerial">We expect companies to use age assurance or age verification technologies to prevent children from accessing services which pose the highest risk of harm to children, such as online pornography. We are working closely with stakeholders across industry to establish the right conditions for the market to deliver age assurance and age verification technical solutions ahead of the legislative requirements coming into force.</ins></p><p> </p><p> </p>

answer text <p><ins class="ministerial">We are protecting disabled people through a range of actions. We are advising people with specific health conditions, who are deemed to be clinically extremely vulnerable to COVID-19, to shield and providing direct support to the shielded population. Local councils are also providing support to people shielding. We are prioritising vaccinations for those who are most at risk and those who care for them, following the advice of the Joint Committee on Vaccination and Immunisation. Many disabled people received social care. The Adult Social Care Winter Plan sets out our support to social care through the winter, so people can continue to receive care and be protected whilst protecting people from COVID-19. This includes providing free personal protective equipment to care homes and domiciliary care providers.</ins></p><p><del class="ministerial">The most recent monthly data from Skills for Care indicates that the vacancy rate of directly employed staff in social care has reduced to 6.9% in January 2021 from 8.0% in February 2020.</del></p>

answer text <p>British agreements with similar Commonwealth countries were ‘rolled over’ from previous European Union (EU) agreements. My Hon. Friend will know that the Maldives did not have a Free Trade Agreement (FTA) with the EU.</p><p>HM Government has not been able to negotiate trade deals with our friends around the world for almost fifty years. Now that we have control of our independent trade policy, the Department for International Trade is actively pursuing agreements with our trading partners, under an ambitious programme of work – including with the United States, Australia and New Zealand – as well as seeking accession to the Trans-Pacific Partnership.</p><p>The United Kingdom and the Maldives already have a strong bilateral relationship. Trade in goods and services was worth £<del class="ministerial">151</del><ins class="ministerial">201</ins>m in 2019. In that context, we are working with the Maldivian Government to explore ways to increase trade and investment across a range of sectors of mutual interest, including food and drink, defence, education, fitness and health, and in environmental science and sustainable development.</p>

answer text <p><del class="ministerial">The UK Government has zero tolerance to incitement of violence, and we have raised this issue with UNRWA. FCDO monitors UNRWA's performance via programme monitoring and annual assessments to ensure it continues to deliver quality services.</del></p><p><del class="ministerial">We contacted UNRWA directly regarding this issue and understand that as soon as the mistake was identified, UNRWA took swift action to correct the issue and conducted a thorough review to identify and address any education materials in breach of its policies.</del></p><p><del class="ministerial">We continue to monitor the situation to ensure self-learning materials remain in line with UN values.</del></p><p> </p><p><ins class="ministerial">The FCDO monitors UNRWA's self-learning material via different tools including programme monitoring and annual assessments to assess UNRWA's implementation of the curriculum framework.  This ensures lessons taught with UNRWA self-learning materials are in line with UN values.</ins></p><p> </p>

answer text <p><ins class="ministerial"> <p><ins class="ministerial">The UK remains concerned about the situation in Kashmir and we continue to follow developments there closely. The Foreign Secretary raised Kashmir with his counterpart, External Affairs Minister Dr Jaishankar, during his visit to India in December 2020. Officials at the British High Commission in New Delhi engage regularly with human rights organisations on the situation. Any allegation of human rights abuses is deeply concerning and must be investigated thoroughly, promptly and transparently. The UK's position remains that it is for India and Pakistan to identify a lasting political resolution to the situation, one that takes into account the wishes of the Kashmiri people.</ins></p><br /></ins></p><p><del class="ministerial">The UK condemns the state of emergency imposed in Myanmar, and the arbitrary detention of democratically elected politicians and civil society by the military. It is essential that Aung San Suu Kyi, and all those arbitrarily detained, are released. Under the Global Human Rights Sanctions Regime and the Myanmar Sanctions Regime the UK had already sanctioned 16 individuals, responsible for human rights violations in Myanmar. In July 2020, we sanctioned the Commander-in-Chief and his Deputy, in our first tranche of sanctions under the Global Human Rights Sanctions regime. We are working closely with international partners to consider next steps with the aim of ensuring that democratic wishes of Myanmar's people are respected and politicians and civil society leaders are released.</del></p><p> </p><p> </p><p> </p><p> </p>

We are keeping British Nationals updated on what healthcare options are available to them and how they can receive a vaccine locally through Travel Advice pages and 'Living In' guides on gov.uk. In addition, the UK is playing a leading international role to ensure global access to vaccines, including by contributing the equivalent of £330m a year, totalling £1.65bn, for the next five years to Gavi, the Vaccine Alliance that provides equitable access to safe and effective vaccines for 190 economies.</ins><del class="ministerial">There are no plans to roll out the UK's NHS COVID-19 vaccination programme to British Nationals living abroad. We are closely following other countries' plans to roll out vaccines. answer text <p><del class="ministerial">We are aware that some restrictions on internet connectivity have been imposed at protest sites and call for these to be lifted as soon as possible. The right to gather lawfully and demonstrate a point of view is common to all democracies. Governments also have the power to enforce law and order if a protest crosses the line into illegality. During his visit to India, the Foreign Secretary discussed the protests with his Indian counterpart, whilst making clear that the handling of protests is an internal matter for the Indian authorities.</del></p><p><ins class="ministerial">The UK Government takes all allegations of human rights violations very seriously and raises concerns with the local authorities where appropriate. We regularly raise Mr Johal's case directly with the Government of India, including his allegations of torture, right to a fair trial, and concerns about delays to legal proceedings against him. The Foreign Secretary raised Mr Johal's case with the Indian Minister of External Affairs, Subrahmanyam Jaishankar, on 15 December 2020. Lord (Tariq) Ahmad of Wimbledon, the Minister of State for South Asia and the Commonwealth, last raised Mr Johal's case with the Indian High Commissioner on 28 January 2021, and with the Indian Foreign Secretary, Harsh Vardhan Shringla, on 3 November 2020. Lord Ahmad has also met with Mr Johal's family on a number of occasions, most recently on 27 January 2021.</ins></p>

answer text <p><ins class="ministerial">In response to clinical advice and following a successful pilot, free personal protective equipment (PPE) for COVID-19 needs is now being provided to unpaid carers who do not live with the person they care for. In line with the Government’s commitment to provide free PPE for COVID-19 needs to the adult social care sector, this offer for unpaid carers is currently available until the end of June 2021 and can be accessed through local authorities and local resilience forums. <br />As of May 2020, the Government included unpaid carers in its list of essential workers and those prioritised for COVID-19 testing in England. If they have symptoms of COVID-19, unpaid carers can book a test directly online and access testing themselves or for members of their household who are experiencing symptoms. <br /></ins></p><p><del class="ministerial">The family leave guidance published by NHS Employers in October 2020 sets out what an employer may consider should a member of staff who is currently on family leave -maternity, adoption, or shared parental leave - indicate that they would like to return to work early or for a period of time to support the National Health Service during the pandemic.</del></p><p><del class="ministerial">Employers will need to carry out a risk assessment and provide appropriate facilities in accordance with the Workplace (Health, Safety and Welfare) Regulations 1992 for any employee returning from a period of maternity leave, in particular mothers who are breastfeeding.</del></p>
