The product information for gabapentin, approved by the Medicines and Healthcare products Regulatory Agency (MHRA), provides information to support the prescribing of the medication including recommendations for dose, duration of use, as well as gradual reduction when stopping. The Department promotes this through online platforms such as the NHS.UK website, and the Talk to FRANK online resource. Local authorities promote these guidelines as part of their public health duties.</p><p>The Department for Education’s statutory guidance, Relationships education, relationships and sex education and health education, became mandatory in September 2020. Friend, the Secretary of State for Health and Social Care, under United Kingdom legislation, relating to the regulation of medicines, medical devices, and blood products for transfusion. The MHRA also performs the functions of my Rt hon. Friend, the Secretary of State for Health and Social Care in relation to the standardisation and control of biological medicines including vaccines, blood products, and other substances which cannot be characterised chemically, and which require special testing measures to ensure their safety and efficacy.</p><p>My Rt hon. Friend, the Secretary of State for Health and Social Care has ministerial responsibility for, and oversight of, the MHRA’s delivery and performance. The MHRA seeks ministerial agreement for policy and legislative framework changes. Ministers are not involved in individual decisions made by the MHRA. The MHRA is held to account through regular established mechanisms including quarterly and annual accountability reviews. Vaping can play a role in helping adult smokers to quit, but the number of children using vapes has tripled in the past three years, and a staggering 20.5% of children had tried vaping in March to April 2023</p><p>Drugs education is a mandatory component of the Relationships and Sex Education and Health Education curriculum taught in schools. The Office for Health Improvement and Disparities has commissioned the PSHE Association to publish teaching resources for schools on drug and alcohol use, and vaping. answer	answer is ministerial correction date of answer 30/04/2024 answer text <p>To prevent potholes and other defects from forming in the first place, well-planned maintenance is vital, which is why the Department advocates a risk-based, whole life-cycle asset management approach to all aspects of the local highway network. There are various key bits of guidance that the Department recommends to local highway authorities, including a 2016 Code of Practice on Well Managed Highway Infrastructure, produced by the UK Roads Leadership Group and available via the website of the Chartered Institute for Highways and Transportation.</p><p>Other guidance includes the 2019 “Potholes: a repair guide” on which the Department worked with the Association of Directors, for Environment, Economy, Planning and Transport (ADEPT), and which is on the ADEPT website. answer	answer is ministerial correction date of answer 29/04/2024 answer text <p>The second opinion appointed doctor (SOAD) service safeguards the rights of patients subject to the Mental Health Act in specific circumstances. A SOAD is an independent doctor appointed by the Care Quality Commission, who gives a second opinion on whether certain types of medical treatment for a mental disorder should be given without the patient’s consent. SOADs are consulted in certain circumstances when a patient refuses treatment, or is too ill or otherwise incapable of giving consent. Outside of these specific circumstances, if an individual disagrees with their doctor about a mental health diagnosis or treatment, they can ask for a second opinion, although there is no legal right to one.</p><p>Good Medical Practice, from the General Medical Council (GMC), sets out the standards of care and behaviour expected of all medical doctors practising in the United Kingdom. It states that doctors must recognise a patient’s right to choose whether to accept their advice, and respect a patient’s right to seek a second opinion. The GMC is an independent regulator, and is responsible for operational maters including any assessment of its policies and guidance. On 26 January 2024, new statutory guidance was published for those being discharged from mental health inpatient settings. This sets out how health and care systems can work effectively together to support the discharge process from hospital, and ensure the right support in the community. The guidance also includes best practice in relation to patient and carer involvement in discharge planning.</p><p>NHS England has asked all systems to review their community mental health services, to ensure that they have clear policies and practice in place for patients with serious mental illness, who require intensive community treatment and follow-up, but where engagement is a challenge. NHS England will provide national guidance to support reviews, which will be completed by Autumn 2024.
