Data recently published by the Waste and Resources Action Programme (WRAP) shows UK food waste fell by almost 15% since 2007 – enough to fill Wembley Stadium three times. However, I know there is more to do everywhere. Under the Animal Welfare Act 2006, it is a criminal offence to cause unnecessary suffering to an animal, and to administer an injurious or poisonous drug to an animal. Children were then being coerced and extorted into streaming child abuse content. Such images can be harvested and redistributed leading to blackmail and extortion for further images. We are calling on all parties to adhere to previously agreed ceasefires and abide by their obligations under International Humanitarian Law and relevant UN Security Council resolutions, particularly UNSCR 2254, which calls for a nationwide ceasefire as part of a political process to end the conflict.</p><p>We have repeatedly raised the issue at the UN Security Council and called an emergency session on Idlib on 6 February. The Prime Minister discussed the situation in Idlib with President Erdogan, President Macron and Chancellor Merkel at their meeting on 3 December 2019. I discussed Idlib with Turkish counterparts during a visit to Turkey on 5-6 February and with Special Envoys of the Small Group on Syria (comprising Egypt, France, Germany, Jordan, Saudi Arabia, the United Kingdom and the United States) on 28 January. Officials have also raised our concerns with Russian counterparts. We have repeatedly condemned attacks on civilian infrastructure, including schools and medical facilities. answer	answer is ministerial correction date of answer 11/02/2020 answer text <p>We are gravely concerned about escalating Syrian Regime and Russian military action and its humanitarian impact in Idlib. As of 6 February, the UN reports that 586,000 people have been displaced since 1 December 2019, and many more are at risk of imminent further displacement.</p><p>This financial year DFID has already allocated £103 million to organisations delivering aid cross border from Turkey primarily into North West Syria, including Idlib. This has helped to provide hundreds of thousands of vulnerable people with food, clean water, shelter, and healthcare including psychosocial support.</p><p>Given the rapidly deteriorating conditions in North West Syria, we have put options in place to increase our funding further to address the pressing needs of those displaced by the conflict. We have provided funding to response partners including the UN to preposition essential supplies to support innocent families and civilians displaced by conflict and we are supporting all our partners to respond to this humanitarian crisis.</p><p>I visited Turkey on 5-6 February and discussed the crisis in North West Syria with UN agencies and humanitarian NGOs, as well as with Turkish authorities. There can be no safe space for paedophiles to operate either here or abroad and we will do all we can to keep children safe. We continue to work closely with law enforcement in the UK and international partners to stop sex offenders from travelling abroad to prey on children, close down online networks and bring offenders to justice. We announced in the 2019 Spending Round an investment of an £30 million to support UK law enforcement to bear down on child sexual exploitation and abuse.</p><p>We are also funding projects overseas to build capacity internationally against this heinous crime through Conflict, Stability and Security Fund (CSSF) overseas development aid. We have sponsored a project to reduce the vulnerability of high-risk destination countries from the threat posed by UK transnational child sex offenders (TCSOs) through targeted, sustainable capacity-building in support of National Crime Agency (NCA) operational activity. The project is in its second year and will deploy a team from the NCA internationally in direct local support of international law enforcement agencies working to combat high-risk child sexual abuse and exploitation. This includes a training and mentoring programme that builds sustainable capacity locally to safeguard children and prosecute offenders in collaboration with UK and international law enforcement agencies.</p><p>In 2012, the law was strengthened to ensure that all registered sex offenders must notify the police of any foreign travel. Police are able to assess the risk an offender may pose while abroad and engage with international law enforcement or apply to the courts for a civil order to restrict foreign travel. Breach of the requirements or a civil order is a criminal offence punishable by up to five years’ imprisonment.
