The Minister for Development and Africa released a statement on 31 August echoing the concerns expressed by various International Election Observation Mission Reports that Zimbabwe's elections fell short of regional and international standards. The Minister met with President Mnangagwa both before and after the elections, most recently at COP28. As part of these engagements, the Minister has expressed the UK's desire to see reforms implemented and greater space for civil society organisations to operate. We engage with the Government of Zimbabwe, Zimbabwe Anti-Corruption Commission, civil society and other actors in the fight against corruption in Zimbabwe. In 2022 we sanctioned a Zimbabwean businessman for serious corruption. I [Minister Ford] noted that the UK would like to see Zimbabwe achieve debt arrears clearance, and that this can happen if Zimbabwe successfully completes an International Monetary Fund Staff Monitored Programme and makes reasonable progress on political reform. However, the UK remains concerned by incidents of political violence and restrictions on political gatherings in the lead-up to the by-elections.</p><p>The UK does not support any particular candidate or political party in Zimbabwe. It is for the people of Zimbabwe to choose their government through free and fair elections. In ensuring this, we encourage the Government of Zimbabwe to implement the recommendations of the 2018 Electoral Observation Missions ahead of the 2023 elections, including on voter registration, the voters' roll, use of state-owned resources, independence of the Election Commission and access to state owned media. More broadly, we have been clear that the UK would like to see the Government of Zimbabwe meet its international and domestic obligations by respecting the rule of law, safeguarding human rights, and implementing genuine political and economic reform, in line with the President's commitments, for the benefit of all Zimbabweans. This includes a lack of accountability for human rights violations, including those responsible for the death of protestors in August 2018 and January 2019, at the hands of the security forces. We are also aware of recent reports of police brutality and efforts to frustrate the opposition's right to free assembly. While the UK welcomes steps to legislate for an Independent Complaints Commission, the test will be its ability to act independently and effectively.</p><p>We have been clear that we want to see the Government of Zimbabwe meet its international and domestic obligations by respecting the rule of law and safeguarding human rights. The Minister for Africa emphasised these messages when she spoke to President Mnangagwa on 1 November 2021 at COP26. Alongside significant development assistance to help ordinary Zimbabweans, we continue to support civil society organisations focused on human rights. On 1 February 2021, the UK imposed sanctions on four security officials responsible for some of Zimbabwe's worst human rights violations under the current regime. The recent attacks on opposition leader Nelson Chamisa were concerning. In response, on 22 October, the UK Ambassador to Zimbabwe called for all citizens' freedoms to be guaranteed as set out in Zimbabwe's constitution, all incidents to be investigated, and for all violence and threats to be unequivocally condemned. The former Minister for Africa raised the human rights situation in Zimbabwe with Foreign Minister Shava on 9 June.</p><p>The UK regularly discusses the political situation in Zimbabwe with its international partners, including South Africa and the African Union, and we remain committed to working in partnership to identify solutions.
