We are particularly concerned at UN reports that Russian-backed regime offensives have caused the displacement of at least 140,000 people in Aleppo, Hama, and Idlib governorates since 5 October. We are currently not aware that the flow of refugees has increased as a result of Russian military action. We have pledged over £1.1 billion to date, our largest ever response to a single humanitarian crisis. We are the second largest bilateral donor after the US.</p><p>DFID is supporting 11 implementing partners to prepare and respond to the onset of winter across Syria, Lebanon and Jordan. answer	answer is ministerial correction date of answer 10/11/2015 answer text <br /><p>The <del class="ministerial">temporary accommodation</del><ins class="ministerial">transit</ins> facility at Dhekelia Station in Cyprus where the migrants are being held provides access to three meals a day, shelter <del class="ministerial">with heaters</del>, duvets and blankets, privacy and communications as well as facilities for religious worship. <ins class="ministerial">The electrical supply is being upgraded to provide heaters for when the weather turns colder.</ins>Medical care is being provided if needed. The Ministry of Defence was advised by the Department for International Development (DFID) when designing and constructing the facility, and DFID continue to provide support and advice on the ground. He has reiterated the need for the EU to deal with the root causes of the crisis, not just respond to the consequences. The UK has committed more than £1.1 bn – the largest ever UK response to a humanitarian crisis. This goes to those in need inside Syria and the region. The Prime Minister announced on 8 September that the UK would resettle 20,000 Syrian refugees over the next five years. This will build on an existing scheme for Syrians designed to support refugees based on their vulnerability. The UK has provided financial assistance (£3.6 million/€5 million per year for two years) to fund a project aimed at protecting the most vulnerable people in the migrant camps in Calais. We continue to provide practical support to frontline Member States (particularly Greece), including to support them in securing the EU external border. The Department for International Development announced a £5 million package to the Start Network, a group of humanitarian organisations, to provide emergency relief supplies for refugees and migrants in Greece, Serbia and Macedonia. Overall funding to the Europe wide response, which is not allocated to specific countries is £6,050,000. Of these 149,045 are children, including around 79,000 Syrian children. answer	answer is ministerial correction date of answer 06/11/2015 answer text <p>In the Financial Year 2014/15, Government expenditure on the Syrian Vulnerable Persons Relocation Scheme totalled £1.702m. These costs were partially offset by EU funding of £0.993m. Information on costs for FY 2015/16 is not yet available.</p><p>On 7 September, the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) announced an expanded scheme involving the Department for International Development, the Home Office and local authorities. The anticipated costs of this scheme are currently being analysed by these departments and we expect to agree indicative costings soon. Any further allocations to specific departments will be decided during the Government spending review.</p><p>The Government has offered funding and other support to the United Nations High Commissioner for Refugees (UNHCR) in order to identify individuals for resettlement. This includes scaling up our support for longer term stability and resilience-building work inside Syria and in neighbouring countries, alongside our humanitarian aid to meet immediate needs.</p><br /><p>On 23 September the Prime Minister announced that the UK will provide £14.5 million aid to countries that refugees and migrants are leaving and transiting through.
