answer text <p>​We welcome the UN Secretary-General's statement on 14 October for safe access for civilians in need in north-east Syria. Our assessment is that the ceasefire in north-east Syria continues to broadly hold, and we welcome the fact that Turkey has confirmed it has no plans for a further offensive. Implementation of the ceasefire is for the parties directly involved but we have made clear our expectation that all parties abide by the agreed ceasefire, which we wish to see become permanent, and by their obligations under international humanitarian law.</p> more like this

answer text <p>We welcome the fact that the ceasefire in north-east Syria appears to be broadly holding and that Turkey has confirmed it has no plans for a further offensive. Implementation of the ceasefire is for the parties directly involved but we have made clear our expectation that all parties abide by the agreed ceasefire and by their obligations under international humanitarian law. We been consistently clear with Turkey on our opposition to its military action in north-east Syria – the Prime Minister, Foreign Secretary and Minister for the Middle East and North Africa have each made this clear to their Turkish counterparts, most recently on 26 October.</p> more like this

answer text <p>The British Government has made clear publicly the importance of all parties adhering to the ceasefire deal in Syria. We discuss the situation in Syria regularly with Turkey and Russia. Within international fora such as the UN Security Council and the International Syria Support Group (ISSG), we have highlighted the importance of strengthening and building confidence in the ceasefire; we did this most recently on 2 February.</p> more like this

answer text <p>The UK continues to support all efforts to strengthen the ceasefire in Syria, enable humanitarian access and support a return to negotiations on a political settlement. Russia, Turkey and Iran - the guarantors of the 30 December ceasefire agreement – have proposed a trilateral mechanism to monitor the ceasefire. To be effective, such a mechanism will need to be genuinely independent and closely coordinated with the United Nations. The UK will continue to speak out, including at the regular meetings of the International Syria Support Group Ceasefire Task Force, should these basic elements of a ceasefire not be adhered to.</p> more like this

Since the withdrawal of our staff from the British Embassy in Damascus and the closure of the Syrian Embassy in 2012, our dealings with the Syrian regime have been minimal and only in relation to essential consular or administration issues. We believe the Asad regime has lost all legitimacy due the atrocities it has perpetrated against the Syrian people.</p> more like this

answer text The 9 September Geneva agreement was the product of months of bilateral negotiations between the US and Russia. The UK plays an active role on Syria in wider fora including in the International Syria Support Group and through our Permanent Membership of the UN Security Council. We have further been playing our role in the wider political and diplomatic efforts to resolve the crisis and on Sunday 16 October the Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson) convened a meeting of key partners on Syria in London. The meeting discussed various options for responding to the appalling situation in Syria, and particularly the worsening humanitarian situation in Aleppo. more like this

answer text <p>The UK supported the Governments of France and Spain in their efforts to pass a UN Security Council Resolution on 8th October, calling for an immediate end to the bombardment of Aleppo. This resolution was vetoed by Russia. The UK's Permanent Representative to the United Nations condemned Russia's use of the veto in the strongest possible terms, as &quot;a cynical abuse of the privileges and responsibilities of permanent membership&quot;. We have called repeatedly on Russia at the highest levels to implement a ceasefire in Syria, and to use its influence to deliver this. The Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Mr Johnson) raised his concerns directly with Russian Foreign Minister Lavrov during their meeting on 21 September, and the Prime Minister discussed the situation in Syria with President Putin on 4 September at the G20 Summit. I also refer the Hon. Member to the Foreign Secretary's statement of 11 October (Hansard 11 October 2016, Column 165).</p>
