answer text <p>A draft Joint Analysis of Conflict and Stability (JACS) was finalised in March 2023. It was under internal review when violence broke out on 15th April. Whilst many of the findings remain relevant, given the rapidly changing context we are currently focusing on producing shorter, more regular conflict analyses and context trackers. The UK is utilising JACS analyses to support conflict resolution mechanisms and our development and humanitarian programmes to be more conflict sensitive. We continue to work closely with a wide range of NGOs on understanding atrocity prevention, early warning and early response systems.</p> more like this

answer text <p>We are pursuing all diplomatic avenues to end the violence and de-escalate tensions. The Foreign Secretary and the Minister for Development and Africa are in regular touch working with international partners to engage all parties in Sudan. We have led calls with the United States, the United Arab Emirates, Egypt, Kenya, Saudi Arabia, regional groupings and the UN Security Council to discuss the situation and coordinate a response.</p><p><br>In a public statement by the Quad (KSA, UK, US, UAE) and the Trilateral Mechanism (AU, UN and Governmental Authority on Development) we have publicly welcomed the extension of the ceasefire by 72 hours. This initial stage of diplomacy, establishing a process to achieve a permanent cessation of hostilities, will help ensure unimpeded humanitarian access.</p> more like this

answer text <p>The Sudanese authorities banned the National Congress Party (NCP) following the Sudanese revolution in 2019. In the course of our diplomatic engagement, particularly in supporting an end to the political crisis, we speak to a broad spectrum of political actors. This includes ex-ministers and ex-officials, some of whom may have been NCP members. Such engagement allows us to encourage all Sudanese actors to deliver a civilian-led government and a democratic transition.</p> more like this

answer text <p>We echoed the concerns of the UN Secretary-General's Special Representative in a statement to the UN Security Council on 28 March. Ministers, British Embassy staff in Khartoum and FCDO officials also continue to raise our concerns at the situation and encourage all Sudanese political actors to engage in the talks facilitated by the UN and African Union (AU) to resolve the crisis. Most recently senior FCDO officials delivered these messages in meetings with Sudan's military leadership on 3 March and the UK and partners released a 'Friends of Sudan' statement in support of the UN/AU talks on 29 March.</p><p>We continue to provide humanitarian assistance to the Sudanese people to help alleviate the immense economic pressures they face, exacerbated by the ongoing political crisis. In 2021, the UK contributed £27 million to humanitarian assistance in Sudan, which provided approximately 1.2 million people with live-saving assistance such as food, cash and voucher support, safe drinking water, shelter and sanitation. Restoration of a civilian-led government is however vital to help create the conditions for the resumption of wider support for Sudan's economy, including for International Financial Institution re-engagement and potential debt relief.</p>

answer text Since the 25 October 2021 military coup, Ministers, British Embassy staff in Khartoum and senior FCDO officials have continued to call for all political actors to engage in dialogue and support the return to the democratic transition. Most recently on 2 March, we released a statement welcoming a report on progress in the UN facilitated talks to end the crisis and the strong consensus it highlights on issues such as the need for a civilian cabinet, justice and accountability, and the role of women in the transition. Our statement made a clear call for all sides to engage in the next phase of talks to help achieve this. Working with partners, including the US, Norway, EU, Saudi Arabia and UAE, we will continue to use our diplomatic engagement in Khartoum, the region and elsewhere to support the UN-led talks. This includes maintaining pressure on the Sudanese military to engage, a message delivered most recently on 3 March in meetings with Sudan's military leadership in Khartoum by senior FCDO officials.

answer text <p>Abdallah Hamdok's resignation as Prime Minister of Sudan reflects the wider political crisis over the future of Sudan's democratic transition following the 25 October 2021 coup. His resignation reinforces the urgent need for all Sudanese political actors to work together to deliver the civilian rule that millions of Sudanese continue to call for. The Troika (UK, Norway, US) and EU issued a statement on 4 January urging all sides to engage in dialogue to secure an end to the political crisis and we therefore welcome the UN's announcement that they will facilitate talks. The Sudan Quad (UK, Saudi Arabia, UAE and US) released a statement on 8 January urging the Sudanese to seize this opportunity. With our international partners, we will continue to urge all parties to work on the basis of the 2019 Constitutional Declaration to deliver the Sudanese people's demands for freedom, peace and justice. We recognise however, that despite the talks the Sudanese people continue to protest; it is essential they are able to do so without fear of violence.</p><p>The ongoing political crisis has also exacerbated an already fragile security situation in Darfur and other historically marginalised areas of Sudan, which will have serious humanitarian implications for the people of Sudan. The UK raised concern at the increase in violence and high levels of displacement in Darfur, along with the wider political crisis, at the UN Security Council on 12 January. British Embassy staff in Khartoum and FCDO officials will continue to engage with all Sudanese parties to encourage dialogue and help ensure that the progress made since the 2019 revolution is not lost.</p>

We urged the Sudanese military and other actors to engage in dialogue to secure a lasting solution to the current political crisis. We therefore welcome the UN's announcement that they will facilitate talks to help resolve the situation. The Sudan Quad (UK, Saudi Arabia, United Arab Emirates and US) released a statement on 8 January welcoming this initiative, urging all Sudanese political actors to seize this opportunity to restore the country's transition to civilian democracy.</p><p>Since the military coup of 25 October 2021 we have been clear that, along with partners, we will consider all options to maintain pressure on the Sudanese military to recommit to country's democratic transition and deliver the Sudanese people's demands for freedom, peace and justice. This includes the possibility of measures to deliver accountability such as sanctions. It is however longstanding convention not to speculate on the specifics of such options given the risk of undermining their effectiveness and, in this particular case, while UN efforts to end political crisis are underway.</p>

answer text <p>We strongly condemn the actions of the Sudanese military on 25 October, including to detain Prime Minister Hamdok and members of the civilian government and declare a State of Emergency. The Foreign Secretary made a statement on 5 November calling for the release of all those unlawfully detained and restoration of the civilian-led transitional government, which followed a similar statement made with our Sudan Quad partners (Saudi Arabia, United Arab Emirates and US) on 3 November. We expressed our condemnation at a UN Security Council meeting on 26 October, as well as during a Special Session at the UN Human Rights Council we secured on 5 November which also adopted a resolution making clear that Sudan's civilian-led government must be restored, detainees freed, and human rights respected. Our Ambassador to Khartoum and other members of the diplomatic community in Khartoum have met with Prime Minister Hamdok to demonstrate UK support for his release. On 9 November Troika (UK, Norway and US) ambassadors met with General Burhan to urge the military to reverse their actions.</p><p>Sudanese civil society played an important role in the 2019 protests and we welcome their continued efforts towards ensuring the success of the transition since the revolution. It is crucial that the prominent role of civil society in Sudan's democratic transition continues. With our international partners we continue to maintain public international pressure on the military to return to the democratic transition in order to deliver the freedom, peace and justice called for by the Sudanese people.</p>

Over the past two years, the UK has taken a leading role to support Sudan on their delicate path from oppressive autocratic rule to freedom and democracy; the acts of the military represents a betrayal of the Sudanese people and that journey. Hamdok remains under house arrest. As a signal of support, our Ambassador and other senior members of the diplomatic community in Khartoum met with Hamdok on 27 October and were able to ascertain that he is well. The whereabouts and condition of other civilian members of the transitional government are still unknown.</p><p>With our Sudan Quad partners (Saudi Arabia, United Arab Emirates and US) we issued a statement on 3 November calling for the release of all those unlawfully detained and restoration of the civilian-led transitional government. We expressed our condemnation at a meeting of the UN Security Council meeting on 26 October, which was followed by a statement from members of the Council. answer text <p>Eighteen months after the removal of Omar al-Bashir as President, Sudan has begun the process of transitioning to democracy after decades of misrule. In order to deliver the stability required for this transition to succeed, the civilian-led Government of Sudan has committed to important reforms to address Sudan's economic crisis and to a process that aims to bring an end to conflict. There has been progress on economic reforms, including the removal of fuel subsidies in November, but severe challenges remain. Inflation exceeds 230%, the humanitarian situation is worsening, 7.1m face food insecurity and there has been an influx of over 45,000 refugees as a result of the situation in Ethiopia. On securing comprehensive peace, we welcome the signing of the Juba Peace Agreement on 3 October between the Government of Sudan and a number of opposition groups, and continue to urge those outside the agreement to engage in negotiations. In addition the civilian-led government has delivered a number of welcome legal and human rights reforms, including the criminalisation of Female Genital Mutilation and on Freedom of Religion and Belief.</p><p>As a leading donor to Sudan, the UK is providing extensive support to Prime Minister Hamdok and his government to help deliver stability and improvements for the lives of ordinary Sudanese. Most significantly, the UK will provide up to £160m in economic assistance this financial year, including £80m to help ensure economic reforms are delivered. We have also helped ensure international support for Sudan through the establishment by the UN Security Council, of the UN Integrated Transition Assistance Mission Sudan (UNITAMS), which is mandated to help with the transition and peace process. The Foreign Secretary spoke with Prime Minister Hamdok on 12 November to discuss regional issues, progress on economic reforms, and UK support for Sudan's economic transition. The Minister for Africa also spoke with Foreign Minister Omer Gamereldin Ismail on 02 December.</p>
