answer text <p>The Strikes (Minimum Service Levels) Bill will come into force on the day on which the Act is passed. The Government does not intend to delay this however minimum service levels in a particular sector will not come into force until secondary legislation is passed by Parliament, giving employers sufficient time to consider before implementation.</p> more like this

answer text <p>The sectors in the Strikes Bill broadly stem from the Trade Union and Labour Relations (Consolidation) Act 1992, as amended by the Trade Union Act 2016, as they have long been recognised as important for society to function effectively.</p><p> </p><p>Strike action in education services has the potential for far reaching consequences for members of the public, for example children and young people who can be denied access to vital learning if education services strike.</p><p> </p><p>It is only right that these services, which the public pay for and expect to be there when they need them, are included in the Bill.</p><p> </p> more like this

answer text <p>The Government has considered the requirements set out in paragraph 822 of the International Labour Organisation (ILO) code on Freedom of Association. The ILO recognises minimum service levels can be a sensible solution to protect the public from serious consequences of strikes. The Bill is clear that before making regulations setting a minimum service level (MSL) for a particular area, the lead Department must consult widely. This will give relevant trade unions the opportunity to feed in their views. Once an MSL is in place, the legislation also requires employers to consult with a relevant trade union, and have regard to their views, before issuing a work notice.</p> more like this
