answer text <p>The Joint Nature Conservation Committee (JNCC) published a concept model for a soil health indicator in June 2023 (please see attached) and we intend to develop a more comprehensive model by 2025. A progress report on the development of the indicator will be published by June 2024.</p><p> </p><p>Improving soil health and monitoring changes over time is a priority for government. The E7 indicator for soil health in England will use comprehensive data on soil characteristics (physical, chemical, and biological) and land use to show how different soils are contributing to different ecosystem services as a measure of soil health. Towards the end of financial year 2022/2023, we began national soil monitoring under the Natural Capital Ecosystem Assessment (NCEA) programme. The data will inform ambitious, proactive, and sustainable policy decisions to support the government's goal to improve the state of the environment within a generation.</p> more like this

answer text <p>'Healthy soil' is included as one of the 66 indicators in the Outcome Indicator Framework of the 25 Year Environment Plan. These indicators are used to track environmental change that relates to the 10 goals. A Healthy Soil Indicator (E7) is currently being developed and a progress report for the 25 Year Environment Plan was published in July 2022 <a href="https://www.gov.uk/government/publications/25-year-environment-plan-progress-reports" target="_blank">here</a>.</p><p>We are developing a range of soil health monitoring measures to create a robust baseline from which we can monitor improvements in soil health considering the physical, chemical, and biological aspects of soil. This is aided by substantial new government investment in the Natural Capital and Ecosystem Assessment Programme, which will yield valuable new data to aid improved understanding of national soil condition.</p> more like this

answer text <p>Our recent consultation on an indicator framework for measuring progress against the 25 Year Environment Plan proposed inclusion of an indicator of healthy soils.</p><p> </p><p>The consultation document proposed measurements of soil properties which could be included in this indicator, however the full specification of this indicator will be developed when Defra research into innovative monitoring for soils completes at the end of 2019.</p><p> </p><p>We are considering the consultation responses as well as the outputs from a workshop of soil stakeholders. We will be publishing our updated, finalised indicator framework alongside the 25 Year Environment Plan annual review in due course.</p><p> </p><p>In December 2018, the Government confirmed that it was exploring options for including cross-cutting targets for environmental improvement as part of the broader governance framework being established through the Environment Bill. We would expect any targets to contribute to implementing the 25 Year Environment Plan goals.</p>
