answer	answer is ministerial correction date of answer 01/07/2019 answer text <p>Public sector procurers are required to seek value for money through fair and open competition and in line with our current international obligations.</p><p>We want UK companies to be successful in public procurement, we also want to ensure that the barriers for SMEs to win public sector contracts are as low as possible.</p><p>G-Cloud supports a thriving ecosystem of UK tech SMEs that have succeeded in winning business through the Digital Marketplace, with more than 90% of the 3505 G-Cloud 10 suppliers being SMEs. G-Cloud has a low barrier to entry for all suppliers, including SMEs and is refreshed on an annual basis with supplier evaluation based on a suppliers declaration against a number of key criteria. We are working closely with our stakeholders, including the Federation of Small Businesses (FSB), to develop the evidence base on poor payment practices.</p><p> </p><p>Our on-going consultation on introducing a new reporting requirement for large companies on their payment practices, the “Duty to Report” consultation, will strengthen the evidence on how widespread some of the payment practices identified by the FSB are, and on what further action the Government should take. As a result, the Government has already taken action to prohibit this practice in certain sectors.</p><p> </p><p> </p><p> </p><p>We are currently consulting to understand the prevalence and impact of this practice economy wide. The consultation will strengthen the evidence we have on supplier lists, and will allow us to understand the necessary scope, and implications of further changes. The recent media coverage relating to Premier Foods has prompted an increase in such representations.
