The UK has repeatedly called on Russia to stop this practice, provide information on the whereabouts of these civilians and facilitate their safe return. As set out in the Third Geneva Convention, the International Committee of the Red Cross (ICRC) has the mandate to go wherever prisoners of war and civilian detainees are held and monitor their conditions of detention, their treatment, and share news with their families. Innocent people including children have lost their lives. The Office of the United Nations High Commissioner for Human Rights is recording details of Russian attacks in Ukraine.</p><p>Russia's use of indiscriminate force against innocent civilians is clear for all to see. It must be investigated and those responsible held to account. The UK joined 44 partners on 3 March to launch an OSCE mission to investigate violations of human rights and international humanitarian law by Russia in Ukraine.
