answer text <p>The Department has commissioned an independent evaluation of the Active Travel Fund (tranche 2). As part of this evaluation, there will be an impact evaluation of low traffic neighbourhoods.</p><p> </p><p>The evaluation is being conducted in line with the Government’s guidance on evaluation; the Magenta Book. Study design and all materials produced as part of the evaluation are rigorously quality assured by government analysts, to ensure products meet the standards set out above. The evaluation methodology and data collection methods will be subject to independent scrutiny in the form of peer review.</p> more like this

Using their local knowledge of traffic conditions and the road network in their area, local authorities decide on appropriate traffic management policies that balance the needs of residents, emergency services, local businesses, and those who work in and visit the area.</p><p> </p><p>The Department has provided guidance to highway authorities on traffic calming measures in the form of Local Transport Note 1/07 Traffic Calming.</p> more like this

answer text <p>In the last 12 months there have been: 18 planned outages for routine maintenance and upgrades, and 21 unplanned outages, lasting more than 10 minutes to the CHARM system. Of these, 26 impacted single regions only.</p><p> </p><p>During these outages National Highways has well-rehearsed mitigations in place, including, but not limited to dedicated Traffic Officer patrols and increased monitoring of CCTV.</p> more like this

answer text <p>On rare occasions, the nature of a failure may prevent the operation of CHARM for longer periods of time and when this happens National Highways has well-rehearsed procedures in place to help ensure the safety of road users, such as increased patrols and CCTV monitoring. However, LTN and traffic filter restrictions require traffic regulation orders (TROs), that must be made following the procedures set out in the Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996. These already include a requirement for ongoing consultation and evaluation for six-months following the making of an experimental TRO.</p><p> </p><p>If an authority wishes to make an experimental TRO permanent, there are additional consultation requirements as part of the process for making a permanent traffic order under section 1 of the 1984 Act.</p><p> </p> more like this
