answer text <p>In the last 12 months there have been: 18 planned outages for routine maintenance and upgrades, and 21 unplanned outages, lasting more than 10 minutes to the CHARM system. Of these, 26 impacted single regions only.</p><p> </p><p>During these outages National Highways has well-rehearsed mitigations in place, including, but not limited to dedicated Traffic Officer patrols and increased monitoring of CCTV.</p> more like this

answer text <p>On rare occasions, the nature of a failure may prevent the operation of CHARM for longer periods of time and when this happens National Highways has well-rehearsed procedures in place to help ensure the safety of road users, such as increased patrols and CCTV monitoring. Safety remains our priority and National Highways investigates every outage to ensure that steps are taken to prevent future occurrences.</p> more like this

answer text <p>The Department for Transport’s guidance Setting Local Speed Limits instructs that The Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996 (as amended) sets out the procedure to be followed when making speed limit orders and other traffic regulation orders. Traffic Authorities will need to comply with the consultation and publicity requirements before making an order, and with the publicity and traffic signing requirements once an order has been made.</p><p> </p> more like this

However, LTN and traffic filter restrictions require traffic regulation orders (TROs), that must be made following the procedures set out in the Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996. These already include a requirement for ongoing consultation and evaluation for six-months following the making of an experimental TRO.</p><p> </p><p>If an authority wishes to make an experimental TRO permanent, there are additional consultation requirements as part of the process for making a permanent traffic order under section 1 of the 1984 Act.</p><p> </p> more like this

If an authority wishes to make an experimental TRO permanent, there are additional consultation requirements as part of the process for making a permanent traffic order under section 1 of the 1984 Act.</p><p> </p><p>The regulations also require a public inquiry to be held into objections to proposed permanent orders in certain circumstances. answer text <p>It is for local authorities to gather relevant data as part of the development of traffic management schemes, which may include local traffic count and travel demand data.</p><p> </p><p>The Department has published the Active Travel Toolkit which provides advice to local authorities on developing walking and cycling schemes, including advice on travel demand management plans. The Department has also published additional Network Management Duty guidance for local authorities on managing their road networks to provide measures to support active travel. answer text <p>Local authorities are responsible for delivering traffic reduction schemes as they are best placed to make the decisions that will deliver the practical changes required. However, as set out in the Transport Decarbonisation Plan, the Government is committed to supporting places reduce emissions from transport while making journeys better.</p><p>We have invested in a range of schemes to help local transport authorities to manage demand on their roads. This includes £4.8 billion of funding via the Levelling-Up Fund, which so far through Round One has allocated funding for 19 places to deliver transport-based projects with decarbonisation benefits. We have also supported innovative trials through the Future Transport Zones programme, such as the Transport for West Midlands Mobility Credits pilot which is helping Coventry residents switch their old, more polluting, cars for local bus and rail services as well as car clubs or bike share schemes.</p><p>In April, we published the Local Authority Decarbonisation Toolkit, which provides practical support to authorities to help encourage sustainable travel whilst also providing accessible transport services and access to newer and less polluting transport options, like car clubs. We will continue to support local authorities to drive improvements through their Local Transport Plans.</p>

answer text <p>The regulations giving effect to the moving traffic enforcement powers under Part 6 of the Traffic Management Act 2004 are scheduled to be laid on 27 January, and planned to come into force on 1 June. Local authorities wanting to undertake civil enforcement of moving traffic contraventions, including prescribed traffic signs for use at school street schemes, will need to apply to the Secretary of State for an Order to be made designating the council as the enforcement authority in their area.</p><p> </p><p>To assist local authorities in preparing their applications in the meantime, the Department wrote to local authorities in August 2021 with an Advice Note and sent out supplementary advice in September 2021, including a list of traffic signs subject to moving traffic enforcement. Subject to Parliamentary approval of the regulations, we plan to publish statutory guidance in late March 2022.</p><p> </p><p>Depending on initial uptake, it may be necessary to deliver Designation Orders in tranches. We plan to lay the first Designation Order as soon as practicable after the regulations mentioned above come into force to enable enforcement to commence in practice.</p><p> </p>
