answer	answer is ministerial correction date of answer 18/10/2022 answer text <p>Renewable Hydrogen has been eligible for reward under the Renewable Transport Fuel Obligation (RTFO) since 2019. In July we published guidance which broadened that support by enabling hydrogen producers to claim certificates by using power purchase agreements (PPA) to show the use of qualifying electricity. This will help bring down the cost of hydrogen for all transport users including heavy good vehicles and buses.</p><p> </p><p>In Spring 2023 we will publish a post implementation review of the RTFO 2018 amendments, which was when hydrogen support was introduced. answer	answer is ministerial correction date of answer 28/02/2022 answer text <p><strong> </strong></p><p>Following a consultation on Renewable Transport Fuel Obligation (RTFO) reforms last year, in July 2021 we published “Targeting net zero - next steps for the Renewable Transport Fuels Obligation: government response”. Parliament approved the Renewable Transport Fuel Obligations (Amendment) Order 2021 in December, which delivers the bulk of the changes set out in that government response.</p><p> </p><p>Further to last year’s consultation we are also continuing to develop proposals that would extend support under the RTFO to recycled carbon fuels (RCFs). The consultation generated significant evidence, including on criteria RCFs must meet, and we will be publishing a further targeted consultation later this year. Low carbon fuels eligible for reward under the RTFO include renewable hydrogen made using renewable energy from existing production capacity. We plan to consult on potential changes to the RTFO scheme later this year. This will include proposals on how renewable hydrogen can be further supported, whilst respecting the principle of not diverting renewable energy away from existing uses and causing additional greenhouse gas emissions. answer	answer is ministerial correction date of answer 18/02/2020 answer text <p>As acknowledged and welcomed in the “Sustainable Aviation Fuels Road-Map”, announced by the Sustainable Aviation coalition on 4 February, the Government is encouraging the production and use of sustainable alternative aviation fuels in the UK by making these eligible for reward under the Renewable Transport Fuel Obligation (RTFO).</p><p> </p><p><em> </em></p><p> </p><p> </p><p> </p><p> </p><p>The Department is considering the aviation industry’s request to extend the scope of the RTFO to include Recycled Carbon Fuels (RCFs), which is repeated in the “Sustainable Aviation Fuels Road-Map”. RCFs are fuels produced from fossil wastes that cannot be reused, recycled or avoided.</p><p> </p><p>The Department has commissioned two independent research reports to examine the potential greenhouse gas savings that RCFs could achieve. These are “Low carbon fossil fuels sustainability risks and accounting methodology” published in January 2018 and “Work Package 1-743 Waste Disposal Outcomes and Diversion Impacts” published in August 2019. Further to this research, the Department is developing a greenhouse gas assessment methodology for RCFs and have engaged on this with industry representatives. Building on that success, the Government nearly doubled targets for supply from 2018 to 2020 and set further targets out to 2032, providing investment certainty. Reductions in greenhouse gas emissions from low carbon fuels supplied in transport under the RTFO are important in the delivery of savings required to meet UK carbon budgets. The trade of low carbon fuels and feedstocks is global and we will continue to engage with counterparts internationally, including with our colleagues in the EU.</p><p> </p><p>The Government has made significant progress in relation to policy on E10 and we will publish our response to the call for evidence on E10, as well as next steps, as soon as possible. answer	answer is ministerial correction date of answer 08/10/2019 answer text <p>Building on the success of the Renewable Transport Fuel Obligation (RTFO) in supporting a market for sustainable, renewable fuels, Parliament agreed changes to the RTFO through the Renewable Transport Fuels and Greenhouse Gas Emissions Regulations 2018 SI No. 347 in March last year.</p><p> </p><p>Changes made by these regulations include an increase to the targets for renewable fuels out to 2032, new incentives for fuels of strategic future importance to the UK, the inclusion of renewable aviation fuels and renewable hydrogen as eligible for reward under the RTFO scheme, and a limit on the contribution that biofuels produced from food crops can make to meeting UK renewable transport fuel targets.
