answer text <p>Simpler Recycling will aim to make recycling clearer and more consistent across England. All household and non-household premises (such as businesses, schools and hospitals) across England will be able to recycle the same materials in the following core groups: metal; glass; plastic; paper and card; food waste; garden waste (household only). Furthermore, packaging producers will be required to label packaging as ‘Recycle’ or ‘Do Not Recycle’ adopting a single label format which incorporates the Recycle Now symbol.</p> more like this

answer text <p>As part of Simpler Recycling, we have consulted on the provision of an exemption to allow local authorities and waste collectors in England to co-collect two or more dry recyclable waste streams in the same container, and to co-collect food and garden waste together in one container, without the need for written assessment. This consultation is now closed and we are analysing the responses and feedback from stakeholders gathered through this process. We will communicate the outcome of the consultation in due course. Furthermore, we will publish our Final Impact Assessment for Simpler Recycling alongside secondary legislation in 2024 which will contain modelled impacts of the Simpler Recycling on recycling rates.</p> more like this

answer text <p>The Resources and Waste Strategy 2018 set out our plans to minimise waste, promote resource efficiency and move towards a circular economy. We want to prolong the lives of the materials and goods that we use and move society away from the inefficient ‘linear’ economic model of ‘take, make, use, throw’.</p><p> </p><p>Turning to activities at the top of the waste hierarchy, waste prevention and reuse have significant benefits both environmentally and economically through value retention, jobs growth and potential money saving for consumers. Our ambition is reflected in the upcoming document, Maximising Resources, Minimising Waste (MRMW), which will constitute the new Waste Prevention Programme for England.</p><p> </p><p>Through the landmark Environment Act 2021, the Government is delivering on commitments in the Resources and Waste Strategy bringing in a wide range of relevant reforms. Government has already consulted on a number of reforms including a Deposit Return Scheme for drinks containers, Extended Producer Responsibility for packaging and consistent recycling collections for every household and business in England.</p><p> </p><p>We continue to collaborate with the UKRI-funded National Interdisciplinary Circular Economy Research (NICER) programme to strengthen our evidence base on resource efficiency initiatives and will consider options to further formalise productive cross-government policy making and joined-up strategy to support resource-efficient circular economy business models in industry. This work will build on existing industry partnerships, cross-government research, and the work of the newly created Energy Efficiency Taskforce.</p><p> </p><p>Additional policy development and legislative change to support the transition to a more resource efficient and circular economy is being taken forward across Government.</p>

answer text <p>Environmental permitting regulations specify statutory timescales for the Environment Agency (EA) to consider permit applications and the EA also has its own performance measures and is subject to corporate reporting.</p><p> </p><p>The EA communicates with operators through sector bodies and on individual applications about its timescales to enable them to make their applications in time for projects to proceed. The EA also provides an enhanced pre-application service to applicants which helps improve application quality and applicants’ understanding about the time it will take to obtain a decision. The EA also works with applicants to consider prioritising applications that are time-sensitive or critical. Environmental permits are often one of a number of permissions and measures that an operator will need in place prior to commencing a project.</p><p> </p><p>To fulfil the EA’s statutory duties, it must be satisfied that the risk to the environment and communities from proposed activities is minimised and managed. Activities that are higher in risk, complex, or novel take longer to determine.</p><p> </p>
