answer text <p>On a typical weekday in autumn 2013, there were 4% of passengers in excess of capacity (PiXC) on First TransPennine Express services at Sheffield during the morning peak and 8% in the evening peak. This includes the routes to Sheffield from both Manchester and from Doncaster. In the consultation on the future of these franchises, which concluded on 28th August, we stated that: &quot;on the Northern franchise, we expect to require bidders to set out how DOO may be introduced onto suitable services. On TPE, this will be left at bidders' discretion.&quot; Driver only operation is a safe method that is already the working practice on around 30% of existing franchise services (including for instance many commuter services in London and Glasgow).</p> more like this

answer text <p> </p><p>The Department for Transport is currently conducting a joint public consultation with Rail North which will inform the specifications for both the Northern and TransPennine Express franchises. To date we have received 131 formal responses to the consultation from various people and organisations across the North of England.
